MALUNGON, Sarangani – NAKAKASILAW man ang sinag ni haring araw ay pilit na inaaninag pa rin ng libo-libong tagahanga ang itinuturong ‘Philippines 15-time motocross champion’ na si Glenn Agular habang pumapaimbulok ito sa Baghdad Race Track para manguna sa isinagawang ‘Battle of Yelling machines’ sa bayan ng Malungon, Sarangani Provice. 

Sa malayong agwat ay muling ipinakita ni Aguilar ang kahusayan nito sa motocross sa gitna ng matinding sigawan na nagmumula sa mga manunuod ng isinagawang 5 araw na selebrasyon ng ika-45 na taong pagkatatag ng bayan, noong Hulyo 11-15 nitong taon. 
“Talagang iba si Aguilar na isip mo’y walang puso’t kinatatakutan pagdating sa motorsiklo,” ang mahinang kumento ng isa sa mga nag-cover na manunulat sa naturang exhibition race, habang nakatingin ito sa mga nakapaligid na nahihiyawang tao. 
Ayon sa Bise Mayor ng naturang bayan na si Erwin Asgapo ay maaring maging taonan nang kaganapan ang motocross race exhibition sa hangarin ng lokal na pamahalaan na lalong mabigyan ng sapat na kasiyahan ang mga taongbayan tuwing sasapit ang nasabing okasyon.

“Kaya nga malaki rin ang pasasalamat natin sa ating butihing alkalde na si Mayor Bongbong Constantino dahil sa patuloy na pagsuporta nito sa karera ng bayan,’ ani Asgapo na siyang tumatayo na chairperson ng paligsahan.

MALUNGON, Sarangani – It was seemingly half cloudy but the presence of vast Malungonian crowd could have caught the heart of someone who is infinitely Supreme to bunged the rain from falling, and give way to the most awaited part of the five-day 45th year Foundation Anniversary fete of Malungon town in Sarangani Province. 
 
The well-organized activities in the staging of Mayor Reynaldo F. Constantino’s ‘Chief Executive Report’ were set at early sunup on July 15, 2014, to the beat of drums and a lyre band that lead the culmination-day civic parade in major thoroughfares toward the municipal Sunken Arena, where a huge crowd of thousands that nearly doubled last year’s attendance, unwearyingly waited to hear from Constantino, and at the same time witness the most decorated and cheerful part of the event. 
 
“At the start of my administration in 2007, I have laid down my priority programs on health, education, agriculture, reforestation and reformed governance, tourism and other special projects with that firm aspiration to uplift the living condition of my people. Now, on my last term of barely two years before I step down from headship, let me review what I have done, as I render this Chief Executive Report for my beloved - Malungon town,” Constantino said, as he takes a fleeting look at rear, where his old buddy and good friend Sarangani Rep. Manny Pacquiao contentedly position on stage beside the Governor, Hon. Steve Chiongbian-Solon, and some other distinguished guests, dignitaries and the rest of local government officials that were given 'vips' for much comfortable and clearer sight in viewing the ongoing merriment.

And gradually, with the inflection that gently pressed the applauding voices of the cheering masses, Constantino spelled out the changes he did that have caused to transform the then third class Municipality of Malungon, into a ‘leader of progress and development’ in the province. 

Under the municipality’s health care program, the Constantino-led administration has able to provide subsidy for Philhealth enrolment which boosted-up to 13, 367 family recipient-enrollees in 2013, and the early quarter of calendar year 2014. Health facilities had been accredited and improved in order to supply the much needed health care services to locals. Ample check up on birthing homes is now sufficed, as even positive TV suspects were given with complete treatment up to healing, within a straight period of six months. 

Constatino in his report, acknowledged the firm support of DOH region 12 dir. Dr. Teogenes Baluna for allocating the putting up of additional birthing homes in various remote barangays namely: Datal Bila worth P1.7m, Datal Batong (P1.7m), Kiblat (P1.5m), Upper Mainit (P1.8m), and Malandag amounting to P1.8 million. 
 
He also thanked the Sangguniang Bayan for passing the ‘Maternal Neo-Natal Child Health and Nutrition Ordinance,” which put premium to maternal and neo-natal health care needs. Among these is the installation of real-time community health information tracking system (R-CHITS), where health information could be relayed quickly from all health stations to the main health unit by the use of electronic media. 
 
Being consistent green banner awardee of the region, the local nutrition office provided assistance to some 15, 617 pre-schoolers to have the right weight, and found 70 children to be severely underweight, with around 286 more, underweight. As of today, the LGU's MNO is now on its 2nd maintenance award in the national level, and is continously vying in the search for most prestigious National Nutrition Council (NNC) Hall of Fame Award, in Manila.
 
“On Sanitation, the data may give us an upward trend, but to be honest, there are still some 9% or a total of 1, 034 families that have no sanitary toilets, and around 798 with unsanitary toilets these days. That is why in every conduct of Lingap sa Barangay, we provide barangay officials with the names of those that has none, in an aim to achieve the targeted zero defecation before the end of my administration,” Constantino said. He also accredited the more or less P8.8 million-worth Sagana at Ligtas na Tubig (SALINTUBIG) projects of the DILG in Datal Batong and Alkikan, so as the ongoing desame project in Brgy. Lutay. 
“We are now looking forward in the construction of the 2nd phase SALINTUBIG project in Alkikan, which will go down to Kiblat and eventually, Kalonbarak,” he added. 
 
As he aims for a more-stabilized and adequate system of education, Constantino uplifted the number of 56 public and primary schools to 69 public schools and 13 integrated institutions, over and above the 10 national high schools that are existing. Excluded are two more satellite schools that will soon to open. 
 
“I would also like to personally thank our provincial schools division superintendent Isagani Dela Cruz for allocating the municipality with 168 teachers for cy 2013-14, and another additional 98 items more in 2014-15 for the upland schools,” said Constantino. 
He said through the LGU’s college educational assistance program, 115 students are expected to graduate of their respective courses this year, to include in the list of 306 graduates in the previous year, wherein two of which are doctors. In addition, with the assistance coming from the provincial government and in partnership with Mindanao State University, 30 students finished their education baccalaureate degree in school year 2013-14. Of the graduates, 27 of which are from Malungon, one from Malapatan and another two in Alabel. 
 
Among other government-stressed programs that were highlighted by Constantino were Social Services and the local government's priority program in Agriculture. This includes massive agro-forestation and reforestation that are presently being carried out in all of the comprising 31 barangays in the municipality. 
“We have also significantly increased through effective stock management, the provision of animal health services, vitamin supplementation, deworming and treatment, vaccination and artificial insemination of cattle and carabao. In support to the agricultural production, the Department of Agriculture, in its grassroots participatory budgeting, has approved under the 2013 local anti-poverty reduction action plan (LPRAP), the construction of some P14, 712, 983 million-worth of infrastructure projects. Aside from the on process distribution of some P804, 590.00 various farm inputs to support the development of idle lands in Brgy Tamban, Constantino said the Agriculture Department, under its DA-GPB infra-support project, is now also apt for the implementation of an infra-repair and rehabilitation undertaking worth P6, 000M on or before the end of this year. Aside, livelihood assistance for this year amounting to P8, 403, 400 million is now in the offing. 
 
Constantino also stressed accomplishments that his administration has deliver in the field of infra-support, public administration, and disaster preparedness programs. 
 
Meanwhile, Sarangani Rep. Pacquiao, who was then Tourism Municipal Officer of Malungon when he was not yet congressman, has vowed to unfadingly support all of the Constantino-led development programs, as he gave significance to the unified stand of Malungonians in a bid to be the leading municipality in terms of progress and development.
For his part, Gov. Steve Chiongbian-Solon have cheered local officials and residents for the holding of a successful 45th –year founding celebration, as he vowed full support of the provincial government in all of the progressive undertakings that are being stress by the local government.

MALUNGON, Sarangani – Ranking provincial and local government officials, including those of different national-based government agencies have signed a memorandum of agreement to brace in upholding the implementation of all Department of the Interior and Local Government-spearheaded projects in the province.

DILG provincial director Flor Limpin said the signing of MOA was aimed at forging an agreement between the local-based government units and the participating national agencies, to work hand in hand in the implementation of all DILG-spearheaded projects that are stressed to uplift the living condition of needy populace
 .
 He said this is in line with the government’s noble aspiration to alleviate if not totally cease, the main causes of poverty, improve the local leaders' headship, and to promote and implement accurate and swift delivery of social welfare services in the province.

Limpin said of strong support coming from the different local chief executives, the DILG's PAMANA, SALINTUBIG, GBP (BUB) and other related DTI Projects have already achieved its figurative success, basing the eagerness in the part of the attending members of the Sarangani LMP chapter.

Led by its president Victor James Yap of the municipality of Glan, all of LMP members namely: Malungon town Mayor Reynaldo F. Constantino, Mayor Alfonso Singcoy of Malapatan, Mayor Corazon Grafilo of the capital town of Alabel, Anecito ‘Jojo’ Lopez jr. of Maasim, Kiamba Mayor Raul Martinez, and the newly assumed Maitum town Mayor Pepito Catimbang have inked their support during the called for gathering at the Mayor’s Office Conference Hall, here.

“The 100 percent attendance of LMP members is a lucid manifestation to the growing partnership and union of Sarangani leaders in its fight against poverty,” Lopez is even quoted as saying during the said event.

Sarangani Provincial Governor Steve Chiongbian Solon was there to stand as witness during the signing of the agreement.

For his part, Mayor Constantino extend gratitude to all the assistance and projects that the local government department has laid this town, and so for choosing Malungon in two successive years, as recipient of the prestigious search for Good Housekeeping Awards. “That is why we have been kept on working to suffice, maintain and even go beyond the criteria of successful governance. Of course, this is coupled by the peaceful environment that each of you now enjoy while staying here with us in the locality,” Constantino said to newsmen.

This momentous event was successfully conducted at around 10:00 in the morning of July 12, 2014 at the municipal hall of Malungon, in time of the town’s week-long 45th Foundation Anniversary celebration.

 The said gathering was attended by no less DILG assistant regional director Josephine C. Leysa, CESO V, DTI provincial director Nenita L. Barroso, municipal planning officers, municipal engineers, local government department heads, and the Local Government Department’s outcome manager and focal persons on PAMANA and SALINTUBIG Projects in the different municipalities.

Prior to the signing of MOA, a brief overview of the project’s legalities, objectives and other related aspects was introduced by LGOO V Melencio R. Balanag, Jr., who is the focal person on PAMANA and SALINTUBIG Projects of Sarangani. ARD Josephine Leysa, in a message, also emphasized the role of the DILG as being one of the project implementors of the PAMANA Program that is spearheaded by the OPPAP.

Leysa also mentioned the existence of a regional and national formed project monitoring committees that are tasked to oversee the progress implementation of the projects in the local level.

As to the status of the SGLG evaluation, she said the province got a positive response from the evaluators, hoping for the same response for the entire local government units in Region 12.

In the same vein, Governor Steve Chiongbian Solon expressed gratitude to the initiatives of the national government, particularly the DILG for aside from the CLIP-funded projects intended for livelihood assistance of rebel returnees, it also established PAMANA as a priority program of the government. Friendly ‘shooting’ at Buntalan Firing Range


MALUNGON, Sarangani Province - Local gun-holders and shooters from nearby General Santos City compete to mark the second day opening of the five-day (July 11-15) 45th Foundation Anniversary celebration of this municipality. 
The LGU-tasked event organizer and overseer, local police station chief PSI Lurobe Rojo said the clustered three category groups of around 35 registered gun holders, compete the handgun speed, power and accuracy shooting at a planted mixed props such figurative doors, obstacles, blockade and various objects in Sitio Buntalan mini firing range here in Brgy. Poblacion.
 
“The event was designed to assess and develop the capability and accuracy of local shooters in firing. At least the simple practical shooting stages could may able to help participants enhance their shooting capabilities, and so the self confidence they need in defending themselves against any form of unpredicted threat and aggression,” Rojo said in an exclusive interview.

Constantino said from this year’s opening, the practical shooting competition will be listed as one among the string of events to highlight the annually held celebration. “This will be stress to enhance the competence of our responsible gun holders on how to defend themselves against the aggression of gun-for-hire and other form of lawless elements.” 
Practical shooting is a sport which challenges an individual’s ability to shoot rapidly and accurately with a full-powered handgun, riffle and or shotgun. 
 
Those named winners of the recently held Malungon Practical Shooting Competition are as follows: Champion-Butch Nallos, 1st runner up - PSI Arman Tuban and 2nd runner up – Louie Nallos (Individual Category); Champion – Farmer’s Team, 1st runner up – COP Team, and 3rd runner up – DCOP Team (5-Man Team Category). Tulad ng mga lumipas na selebrasyon ay muli na naman umanong magiging ‘star studded’ ang selebrasyon ni Mayor Bongbong Constantino dahil sa inaasahan na pagdatingan ng mga kilalang artista na kasapi ng All Stars Basketball team, na dadalhin ng matalik nitong kaibigan at kasanga sa pulitika na si Sarangani Rep. Manny D. Paquiao. MALUNGON, Sarangani – MARAMI nag nagsasabing t’yak na  liliwanag ang kalangitan sa kapiyestahan ng bayan ng Malungon (Hulyo 11-15) dito sa lalawigan ng Sarangani ‘di lamang dahil sa malaking preparasyon ng LGU para sa gaganaping ‘fireworks display,’ kundi sa mga magdadatingang young artists at samahan ng All Stars Basketball Team sa naturang okasyon.

Maliban sa mga naunang naiulat na mga palaro’t pagsasaya ay  magkakaroon din umano ng masaganang kainan, karera ng mga profession dirt bike racers, ‘Gabi ng Turismo’ at iba pang malalaking kaganapan sa nasabing pagtitipon, na kung saan ay kabilang na dito ang pinakahihintay ng lahat na pagbibigay-ulat ni Mayor Reynaldo F. Constantino.
Inaasahan ding dadalo ang ilang mga matataas na opisyales ng pamahalaan sa pangunguna ni Gob. Steve Chiongbian-Solon, DepEd officials at mga kilalang personalidad sa bayan sa darating na kulminasyon.

Maliban dito ay personal din umanong dadaluhan ni Sarangani Rep. Emmanuel ‘Pacman’ Pacquiao ang sinasabing  selebrasyon ng mga Malungonians na pangungunahan ng kaalyado nito sa pulitika’t matalik na kaibigang si Bong Constantino.  Si Pacquiao ay siyang magiging ‘keynote speaker’ sa ika-a 15 ng Hulyo.

DA12, magsasaka ‘magsasaya’ sa araw ng Malungon

MALUNGON, Sarangani Province – Sa kabila ng milyon-milyong halaga ng mga proyektong naibigay at patuloy na binubuhos ng Kagawaran ng Agrikultura sa mga lokal na magsasaka ay sinasabing 'magbibigay-ulat ' pa rin ito kasabay ng diretsahang pagdinig sa iba't-ibang suhestiyon na magmumula sa mga taongbayan sa darating na araw ng Lunes (Hulyo 14). 

Ayon kay LGU-Admin Officer IV Bennie Llego, ang ulat sa bayan ay ibabahagi umano ni Department of Agriculture Regional Office-12 director Amalia Jayag-Datukan sa gagawing selebrasyon ng ika-45 na taong anibersaryo ng pagkatatag ng bayan ng Malungon sa lalawigan ng Sarangani.

"Ito ay di lamang para maipaabot sa lahat ang mga naibigay na tulong ng departamento, kundi nang sa gayo'y diretsahan ding marinig ng mga kinauukulan ang mga kumento't ninanais pang mga ayuda ng ating mga magsasaka,” ani Llego.

Sinabi nito na maliban sa pagbigay-ulat ay muling mamamahagi ng samot-saring kagamitan sa pagsasaka, binhi at ebpa ang DA-12 sa mga mapipiling indibidwal o grupo sa gagawing pagtitipon sa loob ng municipal gymnasium. 

“Considering Agriculture as our flagship program, nakita ta naman kung ano na ang nahimo sini (DA-12) nga mga kabag-uhan sa pagpanginabuhi sang indi lamang aton nga mga mangunguma, kundi amo man yadto sa mga nagailistar sa mga malagyo kag matag-as nga lugar sang aton banwa. Gani I think it is also imperative for our people to know what the department did in its aim to change and uplift the living condition of Malungonians,’ ang sabi ni Mayor Reynaldo ‘Bong’ Constantino, na nakatakda ring magbigay ng kanyang ‘ulat sa mga mamamayan’ na siyang magsisilbing highlight para sa pagtatapos ng kapestahan.
