MALUNGON, Sarangani – Tasked by no less her outgoing dad and three-termed Mayor Reynaldo F. Constantino, the lawyer, Atty. Constantino remains a dependable ‘dad’ to tribes, say

MALUNGON, Sarangani – A government-tasked provincial chieftain cited with invaluable recognition and honor, the immeasurable support that the “outgoing” half-blooded Blaan leader, Mayor Reynaldo F. Constantino has provided the Indigenous Peoples that have resulted confirmatory changes, not just in the lifetimes of the underprivileged tribal minorities, but also of the poor land tillers that dwell in the upper valleys.

The Sarangani tribal chieftain Edmund Pangilan who is also the ex-officio representative for the IPs in the municipality, said aside from speaking in behalf of the tribal communities, it is but high time for him to complete his own personal acclamation to give tribute to the of highly appreciated governance of Constantino, who is about to finish up a three-termed (nine years) successive headship in Malungon, Sarangani Province.

In an interview prior the Wednesday scheduled (November 18) culmination for the annually celebrated SLANG Festival, Pangilan told scribes that Constantino’s leadership have started of gaining its place right on the heart of tribesmen, following the latter’s assumption into office in year 2007.

MALUNGON, Sarangani – TOP provincial and local government officials, in partnership with the Department of the Interior and Local Government, spearheaded Monday, the most awaited groundbreaking of the five-hectare wide Mindanao State University (MSU) campus extension in Brgy. Malandag, Malungon, Sarangani Province.

DILG Provincial Dir. Flor Limpin Jr., said with the dynamic backing and involvement of LGU-Malungon and MSU-General Santos City school officials, this 2011 projected school construction is among the Provincial Government of Sarangani’s project priorities after it has bagged the Local Government Department’s prestigious Seal of Good Housekeeping, which qualified the PGO to avail the DILG’s Performance Challenge Fund incentive of 7 Million Pesos.

He said commonly known as “Malandag MSU Campus Extension,” the principal principle of its expansion is to stress the most needed special tertiary extension services for the Indigenous People, and to suffice the lack of teachers and college institutions that offers a well-improved learning system, and a less expensive cost of schooling in the IP dominated areas.

“So I would like to stress my thanks and congratulations for a job well done to our provincial government officials, for putting up the PCF-fund in this educational development project. This includes as well, the highly commendable support and participation of the Local Gov’t Unit of Malungon Municipality under the headship of Mayor Reynaldo F. Constantino, for providing the P5M-worth five-hectare campus, and the Mindanao State University officials who guided the formulation of the project’s concept papers and its engineering and technical designs,” Limpin said in a brief media interview.

Sarangani Governor Steve Chiongbian Solon said in line with the Provincial Government’s “Sulong Karunungan and Sulong Tribo” program, the groundbreaking activity is a lucid manifestation of the government’s authenticity in its thrust to uplift the educational attainment and capabilities of its masses.

“Gani ako gisiguro sa tanan nga daku gyud ang pagpaninguha sa PGO nga mahatag ang tanang mga benepisyo, hilabi na ang para sa kaayuhan sa atong tribu. (That is why I am assuring each and everyone that we are doing all our best for the releases of all intended benefits, specifically those that are classified for the Tribal groups,” Solon said.

He said the opening was stressed right on time before the first 5-year Bachelor of Elementary Education (BEED) off campus program for 3 batches, a baccalaureate degree for deserving IPs to study in the MSU-GSC satellite school that started in Malandag in 2009, will about to end next year.

“Since the existence of the first MSU extension, we have already got 55 alumni with 17 LET passers. The first 9 LET takers are already absorbed by DepEd while the 2nd batch LET takers who passed last March 29, 2015 have already submitted their application documents for ranking at DepEd Sarangani. Most of the graduates of 25 are engaged in private employers to reach a living, while the 2nd batch graduates of 25 are waiting for the LET results. Hopefully the final batch of 44 will graduate in May 2016,” Solon added.

For his piece, the last termer Mayor Constantino said he is certain that for the past nine years, he has already given all his best in enhancing the local educational system, its facilities, and the desired increase in the number of teachers in the municipality.

“Today we have able to open another learning foundation in our dear town. Another great undertaking that was drawn not only for the insurance of our children’s future, but also the unborn. Gin-upisahan ko na ini. So yara na sa aton sunod nga mga lideres sang banwa, ang pagpadayon sang akon igahabilin para sa akon nga mga pinalanga nga mga katawhan, hilabi na gid sa akon nga mga ka-tribo nga yara nagapuyo sa aton mga kabukiran. Thee mayor said aside from the P5M funding, the LGU is also eyeing to apportion another P3M-budget next year for the said project. “I know the significance of this tertiary campus presence here in our town. That is why our local government officials are doing all efforts to strengthen and maintain its existence. For as we could see, MSU is not solely for the benefit of our poor but deserving students, but likewise of great help in the role of parents who strive hard for the betterment of their children.”

In a forwarded message, DILG-12 regional director Reynaldo Bungubung said through PCF, the national government has again proven its mission's priority of producing tangible improvements for the Filipino people.

“We have to celebrate for the work that has been performed by the Provincial Government of Sarangani, Municipal of Government of Malungon and the MSU-General Santos City, that have braced together for the materialization of this project. So, we have to rejoice the positive result of the collaborative efforts of the Local Government and the Academe in providing education to Sarangans, most especially to the IPs and the young people. It should not be overlooked moreover, that both the Provincial and the Municipal Governments quest to give up basic services effectively and efficiently so as to get more human capital. And lastly, we bear to celebrate because the people of Malungon especially the Sarangani IP youths have the ardent fervor to be teachers… someday,” Bungubung said.

Malungon, Sarangani – A composite team of cops and PDEA agents torched some P.673Million worth of Marijuana weeds during an intensified anti-drug operation in sitio Kimlawis, a secluded tribe-occupied small village that is situated in Barangay Malabod, Malungon, Sarangani Province.

In a forwarded report Sunday (October 4), P/ Sr. Insp. Arman C. Tuban, the local police station chief, said the Sept. 30 operation that was jointly carried out by the local police, Philippine Drugs Enforcement Agency-12, Sarangani Police Public Safety Company and the provincial police investigations bureau has resulted in the devastation of more or less 1, 000 pieces of MJ seedlings and 552 pieces of fully grown illegal weeds that were simultaneously discovered at a hilly and forested portion of the above stated place.

Turban said authorities were in the foremost, out for a buy bust operation against one alias Bal, but unfortunately the subject has able to elude arrest after sensing the presence of approaching lawmen.

“We are conducting further investigation in the area when being informed by a concerned citizen regarding the appropriate location of suspected illegal weeds that sporadically grew (if not intentionally planted and being taken cared of) only more or less a hundred meters away from the operation site. And it was subsequently found out to be an A-1 report, " Tuban said.

He said most of the uprooted MJ weeds were torched right on site, while the anti-drug operatives brought with them two small sacks weighing more or less 8 kilos of cannabis sativa that will supposedly be used for exhibit, examination, and later be held for proper disposition at the PDEA-12 regional headquarters in General Santos City.

In a telephone interview with one among the PDEA12 lawyers, Atty. Tessa Constantino estimated the street value of the eradicated ‘bad grasses’ to be more or less P673, 200.00.

Local government officials here said the latest is simply among the chain of operations that both the local police and PDEA-12 authorities have accumulated, aside from the earlier launched anti-drugs campaign, which resulted in the total destruction and burning of several million worth MJ plants at the triangular boundaries of Sarangani, South Cotabato and Davao Del Sur. Constantino to PWDs: You are an inspiration!

MALUNGON, Sarangani – Mayor Reynaldo F. Constantino on Monday, gives recognition to a number of children who, despite of their physical differences and disabilities continuously strive to go schooling.
“Actually, you are our aspirations. Ini kay tungod bisan sa luyo sang Inyo pisikal nga sitwasyon (This is because despite of your physical condition), you are straining hard to learn and be a part of our society. You are all a living lesson to those who are able, but plainly doesn’t want to get to school. That is why I always think each one of you as among the priorities of this government,” Constantino told a group of PWD students in a short message right after the LGU’s customary flag raising ceremony in Malungon, Saragani Province.
Constantino’s message was stressed in line with the culmination of the weeklong observance of the National Disability Prevention and Rehabilitation Week celebration dubbed as “ Health and wellness to persons with disabilities (PWDs), opportunities towards inclusive development for all.”
In line, Constantino also thanked the Sangguniang Bayan, for all the support and for approving a resolution that supplemented the need in education and other essential aid for special children, and those with various physical differences in the vicinity.
“I would also wish to commend our Municipal Social Welfare and Development Office for initiating the means in helping our poor PWDs in which, both the SB and MSWDO have able to benefit them with more or less P2.3M assistance of different sorts, under my administration,” the mayor said, adding that “geni magpadayon kamo sa paghatag inspirasyon sa mga normal nga mga tawo, kay sa luyo sang Inyo nga kahimtang… you deserves to be praised and honored.
As of present time, reports said the Department of Social Welfare and Development is stretching its wider implementation of different beneficial programs for individuals with handicaps. Among this, is the stabilization of its “Tuloy Aral, Walang Sagabal (TAWAG)” program, including its ongoing programs for livelihood training and psychological counselling that have already benefited several thousands PWDs, nationwide. MALUNGON, Sarangani – Mayor Reynaldo ‘Bongbong’ Constantino bestowed the local police command with additional P200, 000 operational support out of his intelligence fund (IF), as a motion of gratitude and contentment to the accomplishment of outgoing chief, P/Chief Insp. Jaime Tabucon. 

The chief exec’s funding was openly disclosed by Constantino before fellow municipal officials, LGU-department heads and government workers after a customary Monday flag raising ceremony at the local gymnasium, here.

Aside from the financial support which aims to strengthen the anti-crime prevention drive, Constantino has also announced the local government’s choice for current deputy Police Sr. Inspector Arman Tuban, to assume into office as COP vice Tabucon, who is set to render his mandatory retirement from the police service by mid September, next month. 

“I have personally witnessed the effective partnership of our two leading officers in the PNP and I am glad to announce that it is PSI Tuban who is the local government's choice to assume the command right after PCI Tabucon, who will be leaving us a highly-treasured legacy as a gentleman and well-performing police officer of this municipality,” Constantino said, 

The mayor also gave credence to the upcoming police in-charge (Tuban) as Tabucon’s partner in the raising up of Glan town to be a nation’s most outstanding local police office in the past years. 

“I have also watched how you respected your COP and hopefully, that salute will never fade away yet that he (Tabucon) is not already around, or neither your chief of police in Malungon town,” said Constantino to the remaining rank and file now under the fresh leadership of Tuban, a member of the elite PNPA batch 2009.

In response, Tabucon also thanked Constantino, local officials and the rest of Malungonians who have heartily welcomed and shared with him good relations in the past more or less 10 months stay at the helm of the local police station.

"I will never forget this particular station where I shared the final best days of my career. Thank you Mayor Bong for supporting me and my men in some financial aspects, on constructive guidance, and for giving the faith and confidence in my capacity as a police officer in command. Considering Malungon as my second home… I guess I have no nil more words to say, but except from … I love Malungon,” says Tabucon in a brief but deeply felt speech before several hundreds of fellow government workers, that day. 

He also gave special thanks to the Sangguniang Bayan, specifically to the peace and order committee chair Mun. Councilor Benjamin Santos (a likewise retired chief of police of the same town), and so of the mayor’s daughter, PDEA-12’s Asst. Legal officer Atty. Tessa Constantino, for being an adviser of all the station’s anti-drug related operations. 

“To my fellow policemen, always lift up the flag and the dignity of the institution at all cost. Always go forward in delivering the good deeds, public safety, civilian security, and law enforcement. I am proud because during my watch, we yield a zero complaint against the PNP before the PLEB, excluding that one very isolated event in the interior affairs (He did not expand further). As I always believe of a happy ending, this is the balance of my career so that I could take up afresh with another chapter of my life. I hate to go, but it is now a must. MALUNGON, Sarangani – A secondary student from the Talus National High School here made through for another prestigious win in the recently held ‘essay writing’ competition during the celebration of the Philippine National Police PCR Month in Central Mindanao Region, which ended - Monday. 

P03 Leoben N. Cadiente, the Malungon Police Station PCR assistant head, said TNHS student Erde P. Sanchez was officially endorsed by the Sarangani Police Provincial Command to the recently held ‘essay writing’ competition at the regional level, after bagging both primary prizes in the municipal and provincial class competitions. 

Nominated as the local student champion, Sanchez bags 3rd prize in the entire regional search for student writers that was kept in line with the month-long celebration of the Philippine National Police Public Community Relations month dubbed as “ Matibay na Ugnayan ng Mamamayan at Pulisya, Simbolo ng Kapayapaan at Kaunlaran ng Sambayanan.”

Accompanied by teacher-coach Ms. Cerlyn Abellon, Sanchez and the rest of the named winners and award recipients in three separate categories to wit: local Gov’t chief executives (LCE), police personnel and scholars, all of Central Mindanao Region, took in their prestigious plaques of appreciation and prizes from no less P/Chief Supt. Manolito C. Labrador, the PRO-12 police deputy regional director for administration on July 27, amid the PCR month’s culmination ceremony at the Provincial Police Headquarters in Brgy. Reports said Labador officiated the activity vice regional police chief P/Chief Superintendent Lester O. Camba, who attended in time, the President’s presentation of his State of the Nation Address in Manila. 

Mayor Reynaldo F. Constantino, who recently rendered his last and final state of the public address during the culmination of Malungon town’s five-day (July11-15) 46th Foundation Anniversary celebration, said what the 9th-grader student has shown is of clear indication of the rising caliber of kids in terms of their capabilities in education, in the locality. “I am confidently looking forward that someday, my town will have a lot of local-based journalists of her own,” the three-termer local chief executive, who is scheduled to exit his post in 2016, said. 

Attended by various schools, the local search was stressed at the midst of the celebration, which is among last few remaining days of then Malungon Station Chief of Police, PCI Jaime Tabucon, before he officially relinquished the same to his then deputy-turned OIC, PSI Arman C.
