Mula sa hanay ng 1205th ‘class matatag’ Arescom-12CDC ay maninilbihan ang mga reservists bilang kapalit ng mga civil security group na una nang nilansag  ng administrasyon sa hangaring makapagtipid ng pundo, kaugnay sa kasalukuyang ipinapatupad na bagong fiscal management program ni reelected Mayor Reynaldo ‘Bongbong’ Constantino.
    
Gayon pa man ay nilinaw ni SPO4 Porferio Dela Cuesta (ret), bagong itinalaga na hepe ng local security group, na makakatangap pa rin ng mga kaukulang honorariums mula sa LGU ang mga Army reservists na kung saan, iilan sa mga ito ay mga dating kasapi din ng CSU na nagawang makapagsanay sa isinagawang Arescom-CDC Special Basic Citizen Military Training (SBCMT) noong buwan ng Setyembre ng nakaraang taon.
    
Sinabi din ni Constantino na ang naturang paninilbihan ng Arescom para sa mga mamamayan ng Malungon ay may direktamenteng ugnayan kay Col. Pablo S. Liwan na siyang 12th Community Defense Center-Arescom executive officer at 12RCDG commander. Gayon pa man ay magsasagawa pa rin umano ng kaukulang koordinasyon ang LGU sa local command ng nasabing reserbadong hukbo na nakabase sa katabing lungsod ng Heneral Santos. MALUNGON, Sarangani – At least 200 children of the Kaulo and Blaan tribes are expected to avail the benefit to enjoy apposite health care and learning following the formal opening of the Department of Social Welfare and Development’s Early Childhood Care and Development [ECCD] On Horse Program in Sitio Maylaya, Panamin here in this municipality.

No less DSWD Asst. Secretary Florita R. Villar has spearheaded the recently conducted on site visit at the newly installed project in Panamin, which is also a joint undertaking by the United Nations Children’s Fund (UNICEF) and the local government unit of Malungon town.
MSWDO Meldred Dela Cuesta said the ECCD project, which is in correlation with Mayor Reynaldo F. Constantino’s priority programs in education, is aimed at providing basic learning centers for poor children who are not capable of going to school because of poverty, transportation problem and other related school needs.

“This early education program for children aging 2-5 years old includes supplemental feeding, vaccination, immunization and other health services. Learning materials will be supplied by UNICEF, while honorariums for daycare workers will be provided by the local government unit,” Dela Cuesta explained. She said UNICEF is also providing horses for the Supervised Neighborhood Play (SNP) workers as sort of transportation and carrier of books and other school materials in going toward their various fields of assignments.

The local SWO-I Irish V. Gonzales said as to present time, aside from the earlier established day care centers, children are expected to temporarily attend classes in various community-provided dwellings, stages, and or even below the tress until such time that they will be constructed with the much needed educational edifice and or preschools.

“We are also expecting the influx of more preschoolers in Panamin, specifically those from the three neighboring villages that are located near the Sarangani-Davao Del Sur border,” Gonzales added.   

ECCD was first opened in Alabel town on early 2011 wherein UNICEF has able to distribute more or less 10 horses to SNP workers as a sort of daily means of transportation in going to their respective learning centers.

Reports said the undertaking is part of the national government’s effort to establish a network of child-friendly models in 5, 300 primary schools and 61 high schools, nationwide. 
    
Constantino said he is always ready to support the ECCD On Horse Program in a bid to educated his people that dwells at the upmost portion of the municipality. “It is my dream to put a dot on poverty, which could only be made possible through education,” said the half-blooded Blaan leader.     
     
Because of Constantino’s active drive in promoting education and other apt community services such as the weekly ‘Lingap sa Barangay Program,’ the local social welfare and development office here headed by Dela Cuesta has been awarded, in two consecutive years, as most outstanding MSWDO by the Association of Local Social Welfare Development Officers in the Philippines Inc (ALSWDOPI)in Davao City on April 27, 2012 and Legaspi, Albay on May 25, 2013. MALUNGON, Sarangani – Top provincial environment officials led about 400 soldiers, government workers, students and various peoples’ organizations in planting trees in three far flung villages as a tribute to the country’s 115th year Independence and environment month celebration, in correlation with DENR’s observance of Arbor Day and the National Greening Program, this year.
                 
CENRO officer Elvie Lumayag said the simultaneous planting of trees in barangays JP Laurel, Kinabalan and San Roque, all of Malungon town was part of DENR’S mission to refurbish the dilapidated forest reserve areas, nationwide.
               
“Our environment department is now stretching massive tree planting activities in a bid to restore the country’s dilapidated forest reserve areas. This is aimed at reducing soil erosion, moderating temperature by reducing carbon dioxide (through tress) which is one of the main causes of global warming, and reinforcing the vanishing habitat for wildlife,” Lumayag explained.
                
She said the more or less 6, 000 planted seedlings of cacao, coffee, rubber, molave, lauan and other endemic tress will be properly monitored as it grows, by duly assigned DENR personnel. She said the simultaneous tree planting activities are part of the targeted over 530 hectares reforestation in the locality.
                
“We are focusing here in Malungon after it has been found out to be appropriate in planting almost all kinds of tress. So we will be expecting more LGU-spearheaded tree planting activities here this month of June, which is considered as our planting season,” Lumayag added.  
                
Amid the ongoing activity, Mayor Reynaldo F. Constantino also sternly directed all authorized municipal government personnel, local police and members of the 1205th ‘Class Matatag’ Army Reserve Command, to maximize all efforts in preventing the proliferation of lumber poaching, ‘kaingin’ farming, and charcoal making activity in the upper valleys.
                
Constantino has warned to discipline anyone who will be caught of violating the said rule. 
                
Meanwhile in a press statement, Sarangani environment desk officer and Land Investigator Wenie Vergara said EO 26 or the National Greening Program aims to plant 1.5 billion tress in 15 million hectares of land up to 2016, to address poverty reduction, resource protection, productivity enhancement, climate change mitigation and adaption, as being one of the government’s main concerns.
                
He said Rommel Retuya, one of the three barangay chairpersons who represented Constantino during the said event has assured the attending environment officials that the local government, in full cooperation of the Association of the Barangay Captains (ABC), is dealing seriously when it comes to forest protection in the entire municipality. MALUNGON, Sarangani – INAASAHAN ngayong araw ng B’yenes (Hunyo 14) ang tuluyang pagkatangal ng may 368 na mga trabahante ng gobyerno sa naturang bayan dahil sa naiulat na mga pagbabago sa fiscal management system o pagpapatakbo ng lokal na pamahalaan.
            
Ayon kay Mayor Reynaldo F. Constantino, basi sa isinagawang pagpupulong ng Local Finance Committee ay kinakailangan nang maghigpit sa bilang ng mga trabahante ang LGU, lakip na ang masusing pagsusuri sa kakayahan ng bawat mangagawa para masiguro na nasa angkop na kaalaman at kakayahan nga ang bawat aplikante sa pinapasukan nitong trabaho.
            
“I have already directed administrative officer Benie Llego to issue a memorandum to make my pronouncement official. Kag indi ko man gusto nga pangunahan ako sang bisan sin-o sa akon pagahimuon nga desisyon kag pagpili sa kada aplikante sang sini nga munisepyo. On june 17, bisan mag report pa kamo, that will no more be considered as a working day for you as all are considered resigned by June 15. “I will study all applications based on the recommendations that will be submitted by every department heads. This will include all applicants corresponding job descriptions, para maibalwesa ko man maayo kung sin-o pa ang dapat nga magpadayon sang ila obra diri sa munisepyo,” ani Constantino.

Inamin din ng alkalde na dahil sa dami ng mga JOs at contractual workers ng lokal na pamahalaan ay nahihirapan na rin ito noon pa man, na mapunan ang lahat ng mga kinakailangang sahod para sa mga nasabing mangagawa lalo na pagsapit ng mga huling buwan ng bawat taon.
                
“Sadto, may ginasaligan pa ako amo ina nga every yearend ginasalum ko gid ang tanan kag ginatinguhaan ko nga makapangita sang kwarta bisan wala na sang budget ang aton munisepyo. MALUNGON, Sarangani – MATAPOS ang may siyam na taon ay tuluyan ng binasura ng Sandigan Bayan ang kasong malbersasyon sa pamamagitan ng pagpeke ng mga dokumento (Malversation through falsification of public documents) na inihain sa korte ng mga pinaghihinalaang kalaban sa pulitika ng mga dating opisyales ng probinsiya, kasama ang maybahay ng kasalukuyang alklade ng bayan ng Malungon, Sarangani Province.

Sa ipinalabas na desisyon ni Sandigan Bayan Chairperson Tererisita V. Diaz-Baldos, na kasamang nilagdaang nina Associate Justices Napoleon E. Inoturan at Oscar Herrera Jr noong Hunyo 4, 2013 ay sinabi ng Hukuman na wala umano itong makita na sapat na dahilan para hatulan ng pagkakasala sina dating Sarangani governor Mike Escobar, provincial agriculturist Pat Sol, at Gng. Roselyn Constantino na dating provincial management and audit analyst II at hepe ng pre-audit division sa naturang lalawigan, basi sa mga ipinasang akusasyon at mga ebidensiya ng prosecution panel sa Korte.
          
“The Court finds that the prosecution has failed to establish beyond reasonable doubt, the guilt of all the accused under criminal case no 28329, and consequently hereby ACQUITS them all of said charge, and so the bonds posted be returned to them. And so therefore, the hold departure order issued against all the accused are also ordered lifted, and set aside,” ayon sa Sandigan Bayan.
        
Kasama na naakusahan si Ms. Constantino matapos umano itong lumagda para sa pagpalabas ng may P808, 173 na halaga ng pondo para sa isang proyekto ng El Gandang Multi-Purpose Cooperative, na ayon pa kay COA state auditor IV Helen M. Cailing ay naging kahinahinala dahil sa kakulagan ng mga nararapat na proseso at hindi pagkapareho ng lagda ng chairman ng nasabing kooperatiba kung ikukumpara sa nakita nitong perma ng namumuno sa mga naunang iprenisentang articles of cooperation and bylaws ng kooperatiba.
       
Sa naunang desisyon ng Ombudsman noong Hulyo 22, 2005 ay sinabi nito na naging matibay ang mga ebidensiyang ipinasa ng prosecution, bagay na hinatulan nito ng ‘guilty’ ang mga nasangkot na opisyales na agad namang umapila sa nakakataas na Hukuman sa Quezon City sa kauluhang Maynila.  
        
Sa muling pagrerepaso ng kaso  ay sinabi ng Sandigan Bayan na - “In the discussion of falsification, the court said the signature of Escobar and Sol has never been disowned by them, while with respect to the signature of one Besing Latam, the cooperative’s chairman, as per allegations stressed by COA Cailing that the latter’s signature in the vouchers appears to be different as compared from Latam’s signature in the articles of cooperation and bylaws,” the Court has observed that the advanced observation of Auditor Cailing has only remained to be an observation, for she has never met Latam nor has she seen him write. On this score, the Court has maintained its view that it is not the different signature of Latam that constitutes the alleged falsification, and ruled that the prosecution has not presented any shred of evidence to disprove that authenticity of resolution no. 03 and the project proposal, and so to show that the presented documents were indeed false.
            
Ayon naman kay Ms. Constantino na naging bahagi ng naturang tangapan ng pamahalaan mula noong taong 1993 hangang sa tuluyan itong mapaalis sa trabaho may kaugnayan sa naturang kaso noong June 20, 2005 ay - “The office order dated January 11, 2001 authorized me to act as an alternative signatory of provincial accountant Maria B. Camanay and it was only in this particular transaction that certain problem arose. Finding those submitted documents to be complete, I signed the voucher in behalf of Camanay, who during that time was out of the office.”
        
Sa gitna ng isinagawang cross examination ay sinabi din nito na bilang nasa pumapangalawang pwesto ay agad nitong nilagdaan ang mga papeles dahil na rin sa kautusan ni provincial accountant Maria Camanay – “to sign in her behalf if ever there were claims whose documents are found to be complete.”
     
Sinabi naman ni Escobar sa Korte na isang politically motivated ang naturang kaso na sadyang denisenyo para sa ikakasira ng kanyang administrasyon. ”I only discovered about the alleged irregularities in the financial grant not from any Audit Memorandum Memo or any notice sent by COA auditor, but only from a city-based radio station which simultaneously aired the matter for almost two weeks. So I believe that the instant case was politically motivated because the treasurer and budget officer were not included, while my co-accused Patricio Sol is widely known as close to me, and another co-accused Roselyn Constantino is a daughter in law of former Vice Governor Felipe K. Constantino who was a close political ally.”
            
Sa kaso naman ng malbersasyon ay sinabi ng Sandigan Bayan na – “it will be only committed either through a positive act of misappropriation or negligence by allowing another to commit such embezzlement. In line, the Court has ruled that the lone prosecution witness has failed to identify with definiteness, the person who encashed the check, saying that she did not see Besing Latam encash the check because she was not at the bank at the time – but at another instance was positive enough to say - that it was Latam who encashed it based on the face of the check. So finally, the Court finds itself compelled to state that no shortage was ever charged against the accused for which they were held accountable. The audit observation memorandum sent by Auditor Cailing to accused Escobar et all has only called attention to the perceived lapses in the observance of the prescribed accounting and auditing guidelines in the release of fund, but it was not at all meant to be a demand, as in fact it was not.
           
Gayon pa man ay malungkot na sinabi ni Mayor Constantino na bagama’t parehong naabsuwelto sa mga ibinatong mga paratang ang asawa nito at namayapang ama na si dating Sarangani vice governor Felipe K. Constantino, napakalaki naman umano ng pinsalang nagawa ng mga taong nasa likod nito na pilit ginagawa ang lahat para lamang makamtan ang masidhing pagnanasa na makapuwesto sa Capitolyo ng lalawigan.
             
Sinabi din ng alkalde na kasalukuyan na umanong pinag-aaralan ng pamilya Constantino kung nararapat bang magpaakyat ang mga ito ng kaukulang kaso laban sa mga taong sumira ng reputasyon ng kanilang angkan sa loob ng mahabang panahon. (Isagani Palma – MALUNGON INFORMATION OFFICE).
