Pupils rush to meet the Mayor and Sarangani Congressman Manny Pacquiao's chief of staff, Brend Evangelio during an unexpected visit in Kalumbarak village, one of Malungon's known peaks.
Its not in Tagaytay or Baguio, but just in Kalunbarak Village of Barangay Poblacion, where the translucent formation of early morning haze swathe the break of dawn in Malungon, Sarangani Province.

Honorable Malungon town Mayor Reynaldo F. Constantino’s message during the official opening of Sarangani 2nd Province-wide Health Summit on January 8-9, 2012 at the  Family Country Homes Hotel Convention Center in  General Santos City.
GREETINGS to all!

It has been a year since we had our first ever Province-wide health Summit, where we have worked together in a bid to widen up our vision of extending the most effective health  care for the benefit of our beloved constituents.

Thus, after a span of a year, I am here to admit that I have not able to do it, perfectly.  But yet, I am proud to say that per official records, our numerous and positive contributions on proper health care in the province, as well as our achievements – national and local – have out weight our imperfections.

Health programs are one of the basic, primary concerns of my administration because I believe that if my people are nourished, fit and healthy ... assenting changes on employment and education will soon to ensue.

In order to address the existing poverty in our country, our Municipality has developed a program which we call “Program 3-in-1,” wherein Philhealth Enrollees may avail of out-patient consultations for free, a TB DOTS Package which is also covered by Philhealth, and six birthing homes for pregnant women to deliver a child. And so to speak, we already have a total of 12, 831 enrollees that are now under Philhealth’s protection.

To further protect and strengthen the rights and benefits of pregnant women, the life of the unborn, as well as the health and nutrition of the entire members of each family, the Sangguniang Bayan of Malungon has passed an ordinance with respect to Maternal Neonatal Child Health and Nutrition Program.

Modesty aside, for many years, Malungon has been consistent for being an outstanding Nutrition Program implementor/awardee not only here in Sarangani, but the whole of Central Mindanao Region, as well.

For almost five years up to now, a program in Malungon called “Lingap sa Barangay,” where services that promote and bolster health, sanitation, and nutrition program is still being regularly held every Thursday. Through this, we continue to give easy and convenient access to the public by going directly to the barangays and offer our services to them and not the other way around.

In spite of all our efforts to strengthen our health and nutrition programs, I am aware that there are still many things to be done. That is why, like all of you here, I am also very pleased and eager to listen and learn from our speakers, guests, and fellow public officials, the additional emphasis on how to achieve and alleviate our common goals. For it is certain, that through healthy discussions and evaluations, we could able to uplift the living condition of fellow Sarangans.

Once again, a pleasant day to all and a Happy New Year!

Acknowledgement:

The Local Government Unit of Malungon would like to express profound gratitude to all the support stressed by Sarangani Lone District Rep. Emmanuel D. Pacquiao, the Provincial Government led by Gov. Miguel Alcantara-Dominguez, and the Department of Health which resulted to the betterment of life and health protection of locals in Sarangani Province.

MALUNGON, Sarangani – Top provincial government and health officials have cited the local government here of its effectual sanitation and health care programs which in effect, gave positive changes to the lives of poor people living in the far flung villages during the recently held Sarangani 2nd Province-Wide Health Summit at the Country Homes Hotel Convention Center in General Santos City.

Municipal Health Officer Dr. Rafaida Garay-Henandez said the local health office was lauded as the ‘best’ one in Sarangani due of its effective education campaign in sanitation, and for having no single mortality in its maternal and neonatal health care undertakings.

Reports said of the 140 barangays that comprises the entire province, six of which have able to maintain a 100% ease of use to sanitary toilets. Hernandez said, four among the six commended barangays during the Health Summit belongs to Malungon town.

Gov. Miguel Alcantara-Dominguez and Provincial Health Officer Dr. Antonio Yasana also cited the local government’s consistent implementation of its weekly ‘Lingap sa Barangay’ program under the leadership of Mayor Reynaldo F. Constantino.

Dominguez said the congregation of municipal health workers, barangay captains and health supporters dubbed as “Usapang lokal para sa kalusugang pangkalahatan” was designed to assess the latest health condition of every municipality in the province.

“Through this gathering, we could able to comprehensively develop our health care services which are very important in achieving the quality of a healthy life,” the governor added.

Meanwhile, in his opening speech during the said event, Constantino gave weight of providing quality reproductive health services to pregnant women in his municipality, which he believes pivotal in preventing various causes of child mortality. He also pointed out the imperativeness of providing health insurances or Philhealth care to the poor.

“For a span of a year, I humbly admit that the health program under my leadership was not perfect. However, I am proud to say that per official records, our numerous and positive contribution in the province as well as our achievements – national and local – out weight some of our imperfections. Health program is one of the basic, primary concerns of my administration because I believe that if my people are nourished, fit and healthy, positive outlook on employment and education may ensue,” Constantino said.

In a bid to be of help in addressing poverty in the country, LGU-Malungon likewise established the “Philhealth Program 3-in-1,” wherein enrollees may avail of out-patient consultation charges for free, a TB DOTS Package which is also covered by Philhealth, and six (6) birthing homes where pregnant women may deliver a child – ‘securely.’

As of today, the Constantino administration has already covered a total of 12, 831 Philhealth enrollees, which includes a wide list of seniors in the community.

In order to protect and strengthen the rights of pregnant women, the life of the unborn as well as the health and protection of the entire members of each family, the Sangguniang Bayan here also passed an ordinance with respect to the Neo-natal Child Health and Nutrition Program.

For many years, Malungon has also been a stable holder of CROWN Award for being Consistent Regional Outstanding Winner in Nutrition in entire Central Mindanao Region, and a close contender to the search for the highest honor given by the national government which is the “NNC Hall of Fame award,” in Malacanang.

“The provincial government of Sarangani, thru the Provincial Health Office will conduct the 2nd province wide Health Summit on January 8-9, 2013 at Family Country Homes Hotel in General Santos City, with the theme, “Usapang lokal para sa kalusugang pangkalahatan.”  The activity will illustrate the local health situation wherein Health Data based on the LGU Score Card are disaggregated per barangay officials to discuss, plan, and address recognized imperative gaps and deficiencies in achieving  our common health goals,” ani Dominguez.
