DILG to pour multimillion projects in upland villages

A ‘legacy’ of good governance – Mayor Reynaldo ‘Bong’ Constantino of Malungon town in Sarangani Province have urged participants of last week's seminar-workshop dubbed as “Formulation of Local Poverty Reduction Action Plan,’ to continuously support the local government in its desire to uplift the living condition of needy constituents in the municipality. "I am happy to announce that our local government unit is once again a chosen recipient of DILG's prestigious Seal of Good Governance. So let us continue to work under that battle cry of unity and cooperation, to achieve more for the good of not only people of today, but including the upcoming generations," he said. (ipp/MIO).

MALUNGON, Sarangani – The Department of the Interior and Local Government is set to pour P31 million-worth projects in various villages here by next year, while Malungon town has been named consistent recipient of DILG’s prestigious Seal of Good Housekeeping, a reliable source said. 

DILG provincial director Flor Limpin stress the announcement amid the opening of a recently held two-day seminar-workshop dubbed as ‘Formulation of Local Poverty Reduction Action Plan," that was attended by top local government officials, department heads, and various civil social groups in Family Country Homes Convention Center, General Santos City. 

Limpin said the DILG-hosted study was aimed at teaching participants on how to prepare, design and compile necessary documents that are needed to avail project support and funding from the national government.

“This was designed to enhance the budget and planning capabilities of our grassroots organizations and LGUs, specifically in identifying the proposed poverty reduction projects that will be submitted for final evaluation to different national-based government agencies. 
Limpin said tasked by no less Pres. Benigno Aquino himself, the department is also mandated to assist and or oversee the implementation of various government-funded projects, and “help facilitate the rationalizing of national government intergovermental transfers to LGUs, and encourage the realignment of local development initiatives with the national government development agenda and priorities to ensure that the administration’s desire to alleviate poverty in remote villages will be attained. 

As of today, reports said DILG is serving P1.25 billion for its housing project for informal settlers, P575 million for potable water supply and P76 million on its climate change adaption projects, nationwide.

In line, Interior and Local Government Secretary Mar Roxas has called on various people’s organizations in cities and municipalities all over the country to participate actively in the identification and monitoring of government projects that seek to alleviate poverty in their respective communities.

To strengthen more of its development programs and anti-corruption drive, DILG also launched the conferment of Seal to LGUs that adheres to its performance criteria, by extending incentives or otherwise known as performance challenge fund to those chosen LGUs with good housekeeping capabilities. 

In 2011, Mayor Reynaldo F. Constantino of Malungon town received its first Seal of Good Housekeeping from no less, the late DILG Secretary Jessie Robredo because of the LGU's lucid implimentation of its weekly ‘Lingap sa Barangay’ program. The 'Lingap' paved way for tribal minorities and poor people in far flung villages to avail the longtime awaited government programs on Philhealth, Pantawig Pamilyang Pilipino Program, free medical and dental consultations, circumcision, Kasalan ng Bayan, Health and sanitation and other civic services. This includes the Municipal Nutrition Council's (MNC) active campaign against malnutrition, which resulted for Malungon town to become consistent holder of the CROWN Award (Consistent Regional Outstanding Winner in Nutrition) in two consecutive years.

Lead by Roselyn, the mayor's better half and volunteer municipal action officer, MNC in CY 2010-11 was then Central Mindanao Region's lone representative in the nationwide search for National Nutrition Council (NNC) Award in metro Manila.

On November 05, 2013, a letter from the Department of the Interior and Local Government signed by honorable Secretary Mar Roxas, was received by Constantino. "I was really so glad to be informed byno less the honorable Secretary Roxas, that our LGU once again bagged the prestigious DILG Seal of Good Housekeeping award in 2012, subsequently right after receinving the same in 2011. Through His guidance and blessings, all of these achievements will serve as a never-fading legacy of my time while at helm of the local government. And so to all of my partners who had been working hard with me since I assumed office in 2007, and I believe until my last day stay in the government in 2016," Constantino told newsmen. 

“As an SGH recipient, your LGU will now have the access to other national program windows, such the Bottom-Up Program, PAMANA SALINTUBIG and the Special Local Road Fund," said Roxas, as he congratulates Consatntino for being an achiever of the national government’s full disclosure policy program, and for meeting the exemplary standards of frontline services, with no adverse or disclaimer audit findings by the Commission on Audit. 
During seminar, Constantino once again reminded participants to continuously adhere and support the administration’s battle cry of unity and cooperation. He said because of this, the local government officials have able to uplift the living condition of the poor, specifically the tribal Taga-kaulo and Blaan communities. 

“Because of unity and cooperation, Malungonians are now true flag bearers of progress and development in Sarangani. My administration's legacy that will forever reverberate in the wits of not only the forebears, but of the unborn - who will be spreading the news up to the incoming generations," Constantino said.
