DILG to pour multimillion projects in upland villages

A ‘legacy’ of good governance – Mayor Reynaldo ‘Bong’ Constantino of Malungon town in Sarangani Province have urged participants of last week's seminar-workshop dubbed as “Formulation of Local Poverty Reduction Action Plan,’ to continuously support the local government in its desire to uplift the living condition of needy constituents in the municipality. MALUNGON, Sarangani – The Department of the Interior and Local Government is set to pour P31 million-worth projects in various villages here by next year, while Malungon town has been named consistent recipient of DILG’s prestigious Seal of Good Housekeeping, a reliable source said. 

DILG provincial director Flor Limpin stress the announcement amid the opening of a recently held two-day seminar-workshop dubbed as ‘Formulation of Local Poverty Reduction Action Plan," that was attended by top local government officials, department heads, and various civil social groups in Family Country Homes Convention Center, General Santos City. 

Limpin said the DILG-hosted study was aimed at teaching participants on how to prepare, design and compile necessary documents that are needed to avail project support and funding from the national government.

“This was designed to enhance the budget and planning capabilities of our grassroots organizations and LGUs, specifically in identifying the proposed poverty reduction projects that will be submitted for final evaluation to different national-based government agencies. 
Limpin said tasked by no less Pres. Benigno Aquino himself, the department is also mandated to assist and or oversee the implementation of various government-funded projects, and “help facilitate the rationalizing of national government intergovermental transfers to LGUs, and encourage the realignment of local development initiatives with the national government development agenda and priorities to ensure that the administration’s desire to alleviate poverty in remote villages will be attained. 

As of today, reports said DILG is serving P1.25 billion for its housing project for informal settlers, P575 million for potable water supply and P76 million on its climate change adaption projects, nationwide.

In line, Interior and Local Government Secretary Mar Roxas has called on various people’s organizations in cities and municipalities all over the country to participate actively in the identification and monitoring of government projects that seek to alleviate poverty in their respective communities.

To strengthen more of its development programs and anti-corruption drive, DILG also launched the conferment of Seal to LGUs that adheres to its performance criteria, by extending incentives or otherwise known as performance challenge fund to those chosen LGUs with good housekeeping capabilities. 

In 2011, Mayor Reynaldo F. Constantino of Malungon town received its first Seal of Good Housekeeping from no less, the late DILG Secretary Jessie Robredo because of the LGU's lucid implimentation of its weekly ‘Lingap sa Barangay’ program. The 'Lingap' paved way for tribal minorities and poor people in far flung villages to avail the longtime awaited government programs on Philhealth, Pantawig Pamilyang Pilipino Program, free medical and dental consultations, circumcision, Kasalan ng Bayan, Health and sanitation and other civic services. This includes the Municipal Nutrition Council's (MNC) active campaign against malnutrition, which resulted for Malungon town to become consistent holder of the CROWN Award (Consistent Regional Outstanding Winner in Nutrition) in two consecutive years.

Lead by Roselyn, the mayor's better half and volunteer municipal action officer, MNC in CY 2010-11 was then Central Mindanao Region's lone representative in the nationwide search for National Nutrition Council (NNC) Award in metro Manila.

On November 05, 2013, a letter from the Department of the Interior and Local Government signed by honorable Secretary Mar Roxas, was received by Constantino. "I was really so glad to be informed byno less the honorable Secretary Roxas, that our LGU once again bagged the prestigious DILG Seal of Good Housekeeping award in 2012, subsequently right after receinving the same in 2011. Through His guidance and blessings, all of these achievements will serve as a never-fading legacy of my time while at helm of the local government. And so to all of my partners who had been working hard with me since I assumed office in 2007, and I believe until my last day stay in the government in 2016," Constantino told newsmen. 

“As an SGH recipient, your LGU will now have the access to other national program windows, such the Bottom-Up Program, PAMANA SALINTUBIG and the Special Local Road Fund," said Roxas, as he congratulates Consatntino for being an achiever of the national government’s full disclosure policy program, and for meeting the exemplary standards of frontline services, with no adverse or disclaimer audit findings by the Commission on Audit. 
During seminar, Constantino once again reminded participants to continuously adhere and support the administration’s battle cry of unity and cooperation. He said because of this, the local government officials have able to uplift the living condition of the poor, specifically the tribal Taga-kaulo and Blaan communities. 

“Because of unity and cooperation, Malungonians are now true flag bearers of progress and development in Sarangani. My administration's legacy that will forever reverberate in the wits of not only the forebears, but of the unborn - who will be spreading the news up to the incoming generations," Constantino said. MALUNGON, Sarangani – The Philippine Coconut Authority, in partnership with the local government is set to plant thousands of coco-seedlings in a bid to help uplift the living condition of meager farmers in this town’s remote village that was then tagged as a ‘bandits lair’ in Sarangani Province. 

The second delivery of 10, 000 coco-seeds to supplement the earlier hauled 8, 000 plantlets was made Thursday, amid a weekly “Lingap sa Barangay” program of the local government led by Mayor Reynaldo ‘Bong’ Constantino in Brgy. Bo. Blaan, a remote tribal village located near the triangular boundaries of South Cotabato, Sarangani and Davao Del Sur.

Constantino said the project would enable to provide sustainable means of living for locals, and help support their children in school even after his term of office ends by 2016. Under the Department of Agriculture, PCA authorities said massive coconut planting is being emphasized nowadays in an aim to develop the industry to its full potential “with visions of a united, globally competitive and efficient trading system in the country.”

Constantino said this program is being stress in far flung villages to support the local government initiatives in stabilizing peace and order which was then a perennial problem in the municipality. 

Tagged as one among most-feared ‘bandits lair’ in town, Bo. Blaan and its adjacent Barangay Malabod were also known to be a ‘haven for cattle rustlers’ in the previous years, prior to the mass surrender of top bandit leaders in year 2011 before the presence of no less Constantino and former Army 1002nd Brigade commander, Gen. Rainer Cruz. 

Prior to the said distribution, the local government also turned-over the Barangay Council headed by its Punong Barangay Cerene Masalon, the P300, 000 financial support fund that was formally stressed by Sagittarius Mines Inc. to the local government on Monday (January 20, 2014), for the mass planting of coconuts, cacao and coffee in the locality. 

“Gani, indi ko gusto nga e-divert pa ini sa lain nga indi alinsunod sa desinyo sang amo nga programa kay para ini sa pagkakitaan kag masanag nga bwas damlag sang aton mga ka-tribu kag kabataan (I do not want that the said funding will be diverted into other priorities because this is intended for the income and future of our youth and fellow tribesmen),” Constantino who is a half-blooded Blaan, said in a vernacular. 

He said banditry and cattle rustling are now part of Bo. Blaan’s history, “gani ipadayon naton ang progreso kag pagpataas sang aton dungog bilang mga Blaan para sa kaayuhan sang aton mga kabataan,” the mayor added. 

PCA dev’t officer Mr. Paul Berjes said 10, 000 of the entire count of coconut seedlings were donated by local planters. He said the entire delivery which is expected to benefit more or less 200 families, is in line with coconut authorities ‘Indigenous People Outreach Program’ or IPOP in Sarangani. More LGU projects looms for women in 2014

MALUNGON, Sarangani – The local government will continue to receive and entertain applicants to its micro-financing project following the submission of a yearend report which discloses a more or less P2M surplus in its financial support program this year.

Mayor Reynaldo F. Constantino said any bonafide Municipal Council of Women group-member is still very much welcomed to join the project, provided that his/her proposal will pass the proper evaluation system that is being compelled by the local government to ensure that the aid will be appropriately emphasized.

The announcement was stressed Thursday (December 12, 2013), amid the MCW’s Christmas gathering dubbed as, “Pasko ay Panhon ng Kasiyahan, Pagbibigayan at Pagmamahalan,” highlighted by the group officials’ presentation of its yearend accomplishment report at Sunken Arena in Brgy. Poblacion, here in this municipality.

The mayor’s better half Roselyn Dadivas-Constantino, said the affair was graced by women leaders, government officials led by Councilor Joseph Calanao, local entrepreneurs and MSWDO personnel.

I think we have still an unused funding of more or less P1, 973M. This is considering that we have only distributed about P900, 000 out of the P2M that was awarded by the Department of the Interior and Local government to the LGU, for being recipient of the prestigious Robredo’s Seal of Good Housekeeping. In line, both the MCW and our local government's MSWDO also reported that we have only able to release around P626, 268.96 out of the P1.5M assistance that was downloaded by Sagittarius Mines for our hog dispersal project,” said Ms. Constantino.

Malungon fighters bag 9 'wins' in Pacman's Sargen tourney

GENERAL SANTOS CITY – Boxers from nearby municipality of Malungon in Sarangani Province bagged the overall silver of the ten-team boxing event, after winning 4 bronze, 2 silvers and 3 golds in the recently held Rep. Manny Pacquiao - sponsored 2-day amateur boxing bouts in Brgy. Tinoto, Maasim, Sarangani Province. 
Officials said the boxing tournament was among other events such basketball ( in open and enter-government categories), volleyball, table and lawn tennis, chess, dart and marksmanship that were staged to highlight the P4.2 million-prized 1st Pacman Sargen Sports Fest 2013.
These were simultaneously held at Mr. Bigshot, Robinson’s Place, Pacman’s Stadium in Barangay Tambler here in the city, and Pacman's Beach Resort in Maasim town. 

Boxing event organizer Sannie Sombrio said Pacquiao launches the athletic competition in an aim to foster closer ties and brotherhood among government workers, not only of Sarangani Province (represented by municipalities of Malungon, Glan, Alabel, Malapatan, Maasim, Kiamba and Maitum), but likewise the adjacent city of General Santos and its Liga ng mga Barangays, as well.

Malungon town won first blood in the 10-team contested event after garnering 4 bronze in the event's soft opening, and other additional major awards during the championship round held on Friday (December 6, 2013). Malungon got 11.25 on score board, next to team Sarangani that brought home the prestigious championship title after garnering a total average score of 20.9 (4 golds, 2 silvers and 2 bronze). Third place goes to Malapatan town with 3.25 points with one gold, 2 silvers and a bronze. 

Gold contender-turned silver medalist’s Paul Estremos was defeated by Harley Tumanuan of LGU-General Santos in bout 77 of the junior weight category, while Malungon’s Carlo Paalam championed via unanimous decision, against John Paul Bentoso of team Sarangani in the 46-kilogram fight category. 

In bout 81, Jeronil Borris outplayed Rene Mark Luarto of Glan town, while Gensan’s pride Lloyele Alde victoriously conquered via split decision in the 49-kilogam fight category, Isagani Llaban of Malungon. Marvin Tabano, also defeated Kiamba town’s Van June Saludar in the 52-kilogram category.

Pacquiao, on Saturday’s awarding ceremony at La Veranza mall, said he is eying for a much bigger and merrier event for government employees by next year. “I have seen how effectual the event was kaya sinisiguro ko na mas magiging masaya at malaki ang gagawin nating sports celebration sa susunod na taon,” the fighting congressman said in a vernacular. GENERAL SANTOS CITY – The ‘Stallions’ of Malungon anchored its way to the top after crushing down Maitum’s finest in the newly held basketball open which highlighted the 1st Rep. Manny Pacquiao SarGen Sports Fest at Pacman SPORTS Stadium here in the city.

Stallions’ got a green to finals after nailing down Malapatan’s Pegasus (78-70) in the preelimination rounds, followed by a blasting win against the second placer Maitum which brought home a silver on Friday.

Malapatan landed ‘fourth’ after it was defeated by the Pacman Team of Sarangani (83-86) in the battle for bronze.

Prized at P500, 000 for gold, P300, 000 (silver) and P200, 000 (bronze), the basketball tournament was part of the first-ever P4.2 million Pacquiao-sponsored 5-day sports festival (December 2-6, 2013) dubbed as “Building the torch of Unity, Hope and Prophesy through Sports,” in Sarangani and General Santos City.

Mayor Reynaldo F. Constantino said the launching was in collaboration to the recently held celebration of Munahto Festival and 21st –year foundation anniversary of the province. Aside from the well-played open and enter-government basketball categories, other included games during the event are boxing, volleyball, table tennis, lawn tennis, chess, darts and marksmanship.
“I am certain that the Congressman sponsored these activities in an aim to foster solidarity, unity and friendship among government employees, not only within the seven municipalities of the province but likewise to its nearby city of General Santos and the Liga ng mga Barangays,” Constantino added.

Pacquiao, amid awarding of prizes at Veranza Mall on Saturday, said he is once again eyeing for a much bigger and more ‘perfect’ event  to hold in the upcoming days in a bid to to continuously endorse what he have started. “Because I believe that it is not only because of what we got in terms of prizes that we are enjoying today, but of the sportsmanship and unity that we have shared while in course to victory. That is why no team will go home ‘empty’ today because we deserve to be happy,” said Pacquiao in a vernacular.
