MALUNGON, Sarangani – Another batch of poor but deserving students have availed of summer job opportunities from the local government under the Special Program for Employment of Students (SPES) by the Department of Labor and Employment (DOLE) here in this municipality.

Cristina Constantino-Lapaz, the local DOLE manager and Mayor Reynaldo F. Constantino’s chief of staff said this year’s summer job program (covering the period of April 15-28 May) benefited at least 77 students.

“Despite of the slight drop in the number of recipients as compared to the over 90 student-beneficiaries in CY-2012, the local government belive that the DOLE partnership have able to extend the much needed assistance in  addressing the need for work of students in the municipality,” Lapaz said.

        

The Special Program for Employment of Students, as mandated under Republic Act No. 7323, aims to help poor but deserving students pursue their studies by encouraging their employment during summer and or Christmas vacations, through incentives granted to employers, allowing them to pay only sixty per centum of their salaries or wages and the forty per centum through education vouchers to be paid by the government , prohibiting and penalizing the filing of fraudulent and fictitious claims, and for other purposes.”

“Administered by DOLE, the SPES serves as a bridging employment program of the local government for the employment of students. It aims to assist poor but deserving students, specifically in the secondary and tertiary level to earn in preparation for the next school year,” Lapaz explained.       

                

Admin Asst. II Josie Casiple said record shows that from 46 student-recipients in the past years, the number of SPES beneficiaries had begun to rise following the assumption into office by Constantino in 2007.

          

“From 80 students in 2007, our summer job recipients rose to 90 last year. However, many believe that the decrease in the number of SPES enrollees the current year, could be a positive result of the consistent and dependable educational and scholarship programs of the local government unit.”   

Information disclose that as of last year, the local government had been already allocating more or less P5M to over 516 educational scholars who are studying at the tertiary level in various colleges and universities in the cities of Cebu, Davao and General Santos. Malungon, Sarangani – DAHIL sa magandang liderato ay muling nakamtan ni Mayor Reynaldo ‘Bong’ Constantino  ang mainit na pagsuporta ng mga kababayan, na muling bumuhos ng panibagong  ‘landslide win’ para sa kandidatura ng huli sa ginanap na halalan sa naturang bayan.                

                

Sa ipinalabas na official tally ng Commission on Elections ay lumamang si Constantino ng may 18, 682 na boto laban sa katungaling si Atty. Julian Nineza, sa score na 27, 493 - 8, 813.

                

Samantala, nakakuha naman ang maybahay ni Rep. Manny Pacquiao na si Jinkee Jamora-Pacquiao (newly elected Sarangani vice governor) ng may 30, 229 support votes, na naging daan para magkaroon ito ng malaking kalamangan laban kay Nene Saguiguit sa ginawang bilangan sa bayan.

                

Sa pagka bise-mayor ay nanalo si Independent candidate Erwin Asgapo (19, 233 – votes) laban kay PCM vice mayoralty candidate,  Jessie Dela Cruz (15, 437).

                

Nangunguna din sa isinagawang bilangan para sa segundo distrito, ang mga kandidato sa pagka-provincial board member ng People’s Champ Movement na sina Armand Guili, Cesar Nallos, Eugene Alzate, Hermie Galzote, Virgilio Clark Tobias at Abdulracman Pangolima.  

                

Naging dominado din ng grupong PCM ang bilangan para sa mga nanalong konsehal sa score na 7-1.

Mula sa mahigit-kumulang 12, 000 na kalamangan noong 2010 ay muling umakyat ito sa 18, 682 votes ngayong midterm elections. MALUNGON, Sarangani – Top provincial and municipal officials grace Thursday (April 14, 2013) the formal opening of a P14M-worth Department of Agriculture - MRDP road rehabilitation project in the municipality.   

                

Spearheaded by no less Sarangani Gov. Miguel Alcantara-Dominguez, the reopening of the 8-kilometer stretched Pangyan-Kalonbarak transit road was aimed at providing meager farmers with convenient all weathered road to access the delivery of farm produce from  upper valleys and other remote areas in the Southern part of town.

               

Dominguez said the project does not only aims to improve the transport system, but would invite more investors to expand the local economic growth of Malungon town, which is now being tagged as spearheader of progress and development in the entire province. 

            

“I hope this project, which is considered as one of the largest road projects in the municipality, would encourage more of our constituents to plant and invest in agriculture. Hinaut pa nga unta ang musaka dinhi sa Kalonbarak mao katong mga similya para sa pananum ug dili mga binotelya sa makahubog nga ilimnun para naa na mo’y produkto nga mabaligya sa atong merkado publiko. ( Hopefully, our farmers will now start hauling seeds to be planted in Kolunbarak and not intoxicating liquor, to have something to yield and sell in the local market when the right time comes,” the governor said in a vernacular.

                

 Mayor Reynaldo F. Constantino said this  is just one among the string of FMR projects that were implemented through the efforts of the governor.

            

The latest construction and rehabilitation of roads include the rmot villages of Lutay-Dalmuan (graveling) in the north, Sitio Rancho-Kalonbarak P5M-worth road construction, rehabilitation of the provincial road in Brgy. Datal Batong, and the P7M-worth concreting and rehab project in Brgy. Malabod.  

   

“It is through such partnerships that we could be able to achieve the objective of the local government. And besides, I also believe that infrastructure development is a very essential support to our flagship program in agriculture,” said Constantino, who is a half-blooded Blaan.

               

Observers said the continuous flow of not only agriculture projects, but likewise in various aspects such education, health, infrastructure and maintenance on peace and order has brought the Constantino administration into its highest esteem, and would possibly trigger for an another landslide win on the latter’s bid for reelection in the forthcoming May polls.”

                

Vice Mayor Guilley, who is on his last term and now vying for reelection as councilor, said “as a Kaulo tribal leader, he is certain that what the governor has also done for the good of Malungon town shall remain a legacy to the wits of his people, even up to the future days to come. Julian Nineza, na ngayo’y nagpapapili sa pagka-alkalde ng bayan ay nakakaalam kung ano ang katotohanan sa likod ng naantalang delivery ng  dalawang (2) dump trucks na bahagi ng isang heavy equipment fleet na binili ng lokal na pamahalaan sa pamamagitan ng isang loan agreement.

            

“Indi lang ko gusto nga padayon nga bulagon sang pipila ka mga oposisyon ang katawhan tungod lamang sang ila personal nga interes nga makapungko diri sa munisepyo sang banwa sang Malungon. Ang mga kasagutang ito ay ipinaabot ni Constantino sa publiko sa gitna ng mga aligasyon na ‘kumita’ umano ito mula sa nangyaring P40M loan ng LGU sa Land Bank, para ibayad sa mga pinamiling equipo ng bayan noong nakaraang taon.

                

Ayon kay Constantino, “tungod sa katungod nga ginhatag sa akon sang SB, kita nagsulod sa isa ka transaksiyon didto sa Land Bank, kung diin nag-open kita sang ginatawag nga loan credit for the purchase of one fleet of heavy equipments compose of a road roller (Pison), 1 grader, backhoe and 2 dump trucks amounting to P40M.”

                

Sinabi nito na matapos malaman na may di-magandang nangyayari sa isingawang delivery ng mga equipo, agad na itinatag nito ang isang task force na alam din ni Nineza, para maimbestigahan kung magkano ang totoong halaga ng bawat heavy equipment na pagmamay-ari ng taongbayan.

                

“Luwas sa mga pipila ka pagsulay sa akon sang pila ka mga tawo nga amo ang pag jack-up sang presyo asta sa P48M, wala gid ako magpadala. Gani gintulok ko lang ang ini nga tawo, kag maayo kay naintiendihan man nya nga indi tama ang ginahambal nya sa akon, kag indi pwede sa akon ang amo nga klase sang transacksiyon. Ang kontrata nagasiling nga kon ano lang ang ma-deliver sang supplier, amo lang ina ang dapat nga pagabayaran sang bangko. Kag kung ano ang ginbayaran sang Land Bank amo man ini ang mahimo nga obligasyon-total nga dapat lamang bayaran sang munisepyo. Nga kon indi pagbayaran sang banko, wala man sang obligasyon nga dapat bayaran ang lokal nga gobyerno. Gani wala kita nakauyat sang bisan piso nga libat sa amo nga transaksiyon kay ang nagauyat sang tanan nga kwarta amo lang ang Land Bank of the Philippines. Ayon dito, ang mga naturang equipo ay magkasamang inihatid ng mga tauhan ng Land Bank at ng Comission On Audit (COA) sa munisepyo, maliban sa dalawang dump trucks na magpahangang sa kasalukuyan ay hindi pa rin nakikita.

“Gani ginapasalamatan ko gid ang aton Bids and Awards Committee (BAC) kay it is now crystal clear nga wala kita sang obligasyon sa sini nga transaksiyon hilabi na sa idalum sang R.A. 9184 o government procurement reform act,” ani Constantino.  

            

Samantala, sa isinagawang pakikipagpanayam kay reelectionist-Councilor Joseph Calanao ay sinabi nito na dahil sa pagkabinbin ng delivery ng dalawang dump trucks ay hinahabol ngayon ng LGU at ng facilitator na Government Service Insurance System ang mga suppliers na ito.

                

“Amo gani nga mahimo nga e-forfeit na sang GSIS ang P11M  nga surety bond sang amo nga supplier tungod sa nakita nga mga anomalya. Ini para ibayad sa mahimo unya nga lowest bidder sa pagahimuon nga rebidding para sa ginasiling nga heavy equipments,” ani Calanao.  

                

Isa aniya sa mga nakitang depekto sa nangyaring delivery ay ang pagpataas ng presyo ng mga naunang heavy equipments, at ang pagpababa ng presyo ng mga nabinbin na dump trucks para lamang makapasok ang naturang supplier sa isinagawang biding.

MALUNGON, Sarangani – HUGOT ang ginhimo nga pagpa-klaro ni Mayor Bongbong Constantino sa mga akusasyon nga ginbato sa iya sang kaatbang sa pulitika, sa ginhimo nga rally ni independent mayoralty candidate Atty. Julian Nineza sa Brgy. Malandag, Malungon, Sarangani.

                

Isa sa mga gin-aligar ni Nineza batok kay Constantino amo ang kuno, pagpabor sang alkalde sa mga operasyon nga ginahimo sang Sagittarius Mines Inc. (SMI), operator sang isa ka $6-B worth gold-copper mining project nga nakabase sa kalapit nga dapit sang Tampakan, South Cotabato.

Ini klaro man nga naka-indikar sa nakuha nga permit ni Nineza nga ang amo nga permit para lamang sa iya kag indi pwede nga intrahan sang iban pa nga mga independent candidates. DILG set to implement water system projects in Sarangani

MALUNGON, Sarangani – The Department of the Interior and Local Government is set to implement potable water system projects for marginalized residents living in far-flung villages here. 

Flor Limpin Jr., DILG provincial director for Sarangani, led local officials in conducting site inspection in Barangay Lutay, one of Malungon town’s remote villages that lay along the Sarangani-Davao Del Sur border.

He said a total of P17, 500 worth of water system projects under the ‘Sagana at Ligtas na Tubig sa Lahat’ or SANTUBIG program are set to be implemented in various villages in Sarangani this year.

The project is designed to provide water system projects to 455 waterless municipalities, barangays, health centers, and resettlement sites nationwide.

The program was implemented through a Memorandum of Agreement (MOA) signed by the DILG with DOH and National Anti-Poverty Council in 2010, but was later transferred to DILG in late 2012.

Limpin said aside from barangay Lutay, water system projects will also be constructed in Barangays Kinam and Poblacion, all of Malapatan town.

He said the DILG has tapped sanitary and civil engineers from other government line agencies to help in the implementation of water system projects.

“It is in line with the government’s desire to install, expand and or rehabilitate water system projects in so-called arid areas nationwide,” Limpin said.

Limpin was accompanied by Sheryl Lantingan, Salintubig provincial focal person, during the conduct of actual inspection.

He said one of the stern requirements for the release of the funds is the strict compliance of the concerned local government units which are beneficiaries of the projects to the DILG’s Full Disclosure Policy which compels LGUs to be transparent in their financial transactions.

Limpin said the LGUS should submit to the DILG project studies backed by a well-detailed engineering design, sustainability plan, Memorandum of Agreement and a Sanggunian resolution.

Malungon Mayor Reynaldo Constantino expressed gratitude to the DILG for its support and recognition to the local government’s achievement in promoting good governance.

Signed by the late DILG Secretary Jessie Robredo, a ‘Seal of Good Housekeeping’ was awarded to Malungon-LGU for its compliance to Full Disclosure Policy with P2 million prize money which was turned over to the Municipal Women’s Council for projects implementation.
