Gov’t gears to break ground for new MSU campus by September

MALUNGON, Sarangani – Local government officials here are up for the targeted ground breaking of the longtime awaited Mindanao State University extension in Malandag village, following the purchase of a P5M-worth land site where the campus will soon rise in Malungon, Sarangani Province. 

The lawyer, Atty. Minvelez Gulle said the setting of a deed on conditional sale was made Monday last week by and between Ronald Obanil Dela Passion (vendor) and Mayor Reynaldo F. Constantino, who was authorized by the Sangguniang Bayan under Resolution No. 11-2013-007 to transact and enter into contract of agreement for the establishment of Mindanao State University (MSU) Malandag campus in a parcel of land containing an area of fifty thousand (50, 000) sq. meters. 

Gulle said during settlement, the heirs and other parties concerned, all of legal ages and with full capacity to enter into contract, have already agreed to waive, renounce and repudiate forever all their rights, interest and participation over the said parcel of land in favor of Dela Pasion, who is now a lawful owner of the land. 

“So for and in consideration of the sum of P5M Philippine Currency, the vendor have conditionally sell cede, transfer and convey the above described parcel of land as indicated under Transfer Certificate of title no. T-43142, by way of installments basis to the local government, that upon execution of the contract, the amount of P3 million was given as down payment, while the remaining balance of P2 million is to be settled by the LGU on or before December 31, 2013,” Gulle said.

In a huddle of newsmen, Constantino have expressed utmost gratitude to all the support and assistance of the Provincial Government of Sarangani and the Department of the Interior and Local Government, as well. He also thanked Sagittarius Mines Incorporated for stretching cash donation through its education and community development programs, that was likewise used to augment the needed amount to settle the vender. 

Constantino said the project was made possible through an initial funding of P10M, wherein P2M of which came from SMI, P1M from the province, and another P7M DILG incentive to the Provincial Government, for being chosen as recipient of the prestigious “Seal of Housekeeping” award during the administration of former honorable governor, Gov. Miguel Alcantara-Dominguez and then vice governor-turned governor-elect, Gov. Steve Chiongbian-Solon. 

“The opening of schools, colleges and universities in our municipality is the key answer for students in the higher grounds to avail same opportunity to those who are living in lowlands. And so, aside having the largest number of government-paid teachers in the entire province, we will soon be having one of the most recognized universities in the country,” Constantino said.

He said the project will mark as a legacy for local and provincial officials who gave worth of ensuring the provision of quality education to poor students, especially of the indigenous Blaan and Taga-kaulo tribes who want to learn but could not afford to do so because of the distance from school - and poverty. Sarangani’s most wanted outlaw arrested

Nowhere to run – The captured Cornelio Pandakan a.k.a. “Cmdr. Takay,” Malungon town’s most wanted bandit leader since 2010, following his arrest Monday (August 26, 2013) in Brgy. MALUNGON, Sarangani – A noted public enemy number one (1) fell into the hand of government authorities following a joint police operation Monday (August 26, 2013) in Brgy. Balasiao, Kiblawan, Davao Del Sur.
 

Police Chief Insp. Lorobe Rojo, Malungon PNP station chief, identified the arrested bandit leader as certain Cornelio Pandacan a.k.a. ‘Comdr. Takay.’ He was then tagged as Malungon town’s most wanted person, and the number 14 public enemy in the entire provinces of Sarangani and Davao Del Sur.

Unwary to the presence of policemen conducting operation in the area, Pandacan has failed to resist when collared, authorities said. 


Rojo said the suspect, with pending four (4) counts of Murder charges in court, was held by virtue of an arrest warrant issued by RTC Branch 35, Justice on Wheels, Honorable Judge Oscar P. Noel. 


Cmdr. Takay’s group is on the hot list of the Philippine Drug Enforcement Agency (PDEA-12), for allegedly protecting sporadic plantations of Marijuana weeds at the triangular boundaries of South Cotabato, Sarangani and Davao Del Sur.


 ‘The group is likewise a primary suspect to the string of cattle rustling and robbery activities in the area,’ authorities said.

Pandacan was arrested by joint police operatives from (PRO-12) Malungon Police Station led by PO2 Ceasar G. Lodovise Jr., Davao Del Sur Provincial Intelligence Team led by SPO3 Maxwel Roble, and the Special Operation Team of PRO-11 Intelligence Division led by SPO3 Ignacio Viola.

MALUNGON, Sarangani Province – The local government here has called for an immediate interagency meeting in Brgy. Malandag in a bid to reinforce its flood management and control system against widespread flooding that are caused by torrential rains and the overflowing of nearby river valleys.

Mayor Reynaldo ‘Bong’ Constantino said the urgent meeting at Malandag Gymnasium was participated by tasked personnel from the Department of Public Works and Highways; both the Provincial and Municipal Engineering Offices; Municipal Disaster Risk Reduction Management Office (MDRRMO); BDRRMO of Malandag and the Barangay Communal Irrigators Association (BCIA) together with its counterpart from the National Irrigation Administration (NIA) of the nearby city of General Santos. 

“It is a must to implement effectual solution against these damages which affected our municipality’s hard-earned economic gains in the past couple of years,” Constantino, in a letter request forwarded to the honorable governor, Gov. Steve C. Solon, said. 

In a report, MDRRMO designate Ahasuerus Keen A. Pacheco said the recent calamity has affected more or less 449 house holds. He said this was due to the overflowing of floodwaters from nearby rivers, and the incessant gush of rain waters coming from the high grounds. “These played a major rule in submerging this part of town in almost four separate occasions,” Pacheco added. 

Constantino said upon the onset of rainy reason, Malungon town have faced several calamitous events wherein aside from the reported minimal damages in other barangays, Malandag had experienced four (4) flooding incidents on July 20; July 27; August 5 and lately in August 12, 2013.

Two of which were considered severe that several constituents were even rescued and brought to the nearest evacuation centers.

It can be recalled that on September 13, 2012, the Municipal Social Welfare and Development Office has reported a number of 432 households affected in a flashflood that swept at least 61 houses in Barangay Datal Tampal, a predominated village of the Blaan tribe that is closely located in Brgy. Malandag. 

The Municipal Disaster Risk Reduction Management Office (MDRRMO), in coordination with the Municipal Engineering Office submitted a list of recommendation and priorities that would eventually resolve the crisis. It includes: the immediate rehabilitation of the damaged Macnit Bridge approach; putting up of more box culverts; activation and resizing of condemned pipelines; dredging of Tinagakan River; redesigning of the Malandag drainage system; construction of a provincial box culvert and protection wall at Prk. Donna Aurora; massive planting of bamboos along the proposed protection wall; and the reconstruction of gateways and de-silting of NIA canals that will be provided with precise monitoring and management of irrigation waters during rainy seasons. 

For the Provincial Government, Constantino said he requested the governor for the immediate deployment of a backhoe unit to work for the dredging of Tinagakan River, and the construction of a larger drainage canal along the provincial roads - with corresponding culverts and or waterways. 

“The recommendation is not yet final. Therefore, we will appreciate it very much if the technical personnel in the PEO could able to provide us with better solutions with their expertise on this matter,” the mayor said. (Isagani P. Palma – MALUNGON INFORMATION OFFICE).

“I immediately dispatched police operatives headed by PSI Arman C. Tuban which positively resulted to the arrest of the suspect identified as certain Apolinario Sabillo Y Caramel, 50, married and a resident Prk. 1, Poblacion, Sulop, Davao Del Sur. As to this moment, we are now preparing appropriate charges against the suspect for inquest proceedings,” ani Rojo.

Gov’t initiates peace talk for ‘warring’ Blaan clans...

KIBLAWAN, Davao Del Sur – A combined group of government officials, police and the military have called for a peace dialogue Tuesday, to all concerned families of the encircling Blaan communities whose family members had been victims of recent killings at the adjacent boundaries of Sarangani and Kiblawan, Davao Del Sur.

Malungon municipal Mayor Reynaldo F. Constantino said the gathering of affected families was a government-initiated move to stop the rising clashes caused by  ‘ridos’ between the warring Blaan clans, which triggered brutal deaths to a number of innocent civilians in the past few months.

Rido is being described as a type of disagreement that is portrayed by sporadic outbursts of retaliatory violence between families and kinship groups, as well as among warring communities.

“I am looking forward that this peace effort will reap positive results, basing the sincerity and cooperation that I have seen on the faces of both parties concerned,” Constantino said. 

Gov. Claude Bautista of Davao Del Sur has also assured families of the slain victims, some sort of government assistance to somehow ease the pain of losing a dearly beloved one during the exchange of fires and retaliations. “But however, this does not mean to pardon and put aside, charges that were filed against the suspects before the court of laws," authorities explained. 

Police authorities said the recent attacks could have streaked from an earlier ‘ambush’ incident in Brgy. Kimlawis, which resulted to the untimely death of one Sonny Planda. The fatality was a son to then known Blaan bandit leader Gofenia Planda who surrendered sometime in 2004, and was later released after serving over two years of imprisonment. 

The incident was followed with the burning of at least five houses and an early morning attack by an armed group at the hinterland villages.

Military reports stressed at least ten armed men brandishing with M16 armalite riffles and shotguns, fired upon in two separate occasions,  a farmer identified as certain Santiago Marikit, 19, and Usman Labires, while both are working at their respective farmlands in sitio Banog.

Reports said one of the perpetrators even got a bolo, amputated Marikit’s left hand, and brought it with him back home. (Isagani Palma – MALUNGON INFORMATION OFFICE).
