DIGOS CITY – MATAPOS ang may ilang dekada nang usapin hingil sa pagtumbok ng totoong hanganan na maghihiwalay sa bayan ng Malungon, Sarangani at Kiblawan, Davao Del Sur ay inaasahan ngayon ang mabilis na solusyon ng mga itinuturong conflicted borders matapos ang isinagawang pagpupulong noong araw ng b’yernes (July 26, 2013), ng mga matataas na opisyales ng pamahalaan ng magkaratig pook sa pangunguna ni Gob. Claude Bautista, dito sa naturang lungsod.
            
Sa paguusap nina Malungon Mayor Reynaldo F. Constantino at Mayor Jimmy Camanero ay wala namang ipinakita na pag-aatubiling sumagayon ang huli na mapupunta sa lalawigan ng Sarangani ang may 3, 380 na ektaryang lupain (contested borderlines), na ayon pa’y pagmamayari ng bayan ng Malungon.
                
Isa sa mga isinumiteng ‘matibay’ na basihan ng Sarangani ay ang mapa na sinasabing mula sa kauluhang tangapan ng Kagawaran ng Kapaligiran at Likas na Kayamanan (DENR), at ng Kawanihan ng Pamamahala sa Lupa (Bureau of Lands), na naka base sa Binondo, Manila.
                
Ayon kay Malungon municipal assessor Honnelyne Guilley-Toyogon ay nakatuon ang pansin ngayon ng  lokal na pamahalaan na ilagay sa ilalim ng kanyang jurisdiction ang sitio Bulol Salo, na ayon sa ilang peace advocates ay naging sentro ngayon ng ilang kontrobersiya dahil sa sunod-sunod na inkuwentro ng militar at mga armadong grupo, at madugong sagupaan sa gitna ng tribong B’laan at nang mga Kristiyano dahil sa ‘clan war.’
          
“At least kung makukuha na ng bayan ang nasabing sitio ay mababawasan na rin ang konplekto sa mga hanganan, na lubhang nakapagpabagal sa mga nais naming ipatupad na progreso, kaayusan at katahimikan (progress, peace and order) sa mga matataas na bahagi ng barangays lalo na sa Datal Batong, Datal Bila, Malabod at Upper B’yangan, nitong bayan,” ani Toyogon.
                
Dahil dito ay sinabi ni Constantino na maari na umanong simulan ng lokal na pamahalaan ang pagaaral kung pano matulungan ang mga residente ng Bulol Salo, lakip na ang pagpairal ng wastong katahimikan sa naturang pook na siyang nais isakatuparan sa mga malalayong komunidad ng tribong B’laan, bago pa man tuluyang magtapos ang pangatlo at panghuling termino nito (Constantino)sa serbisyo publiko sa taong 2016.
                
Sinisiguro din ni Gob. Bautista na handa itong maki-isa at sumuporta sa mga proyekto ng mga karatig na bayanan lalo na sa usaping pangkatahimikan, -  "para mabigyan ng magandang kabuhayan, edukasyon, at kinabukasan ang mga maralitang kababayan - lalo na ang mga kabataan." Registration for SK, barangay elections – Local Comelec workers had been exerting efforts since Monday, due to the heavy influx of registrants coming from the 31 barangays of Malungon town in Sarangani Province. Officials said there will be ‘no more extension’ after the scheduled 10-day registration period (July 22-31, 2013) for those who wanted to register and vote in the upcoming October 28 SK and barangay synchronized elections. MALUNGON, Sarangani – PATULOY na tumataas ang bilang ng mga nagpaparehistro sa Commission on Elections mula ng magsimula ang sampung (10) araw (Hulyo 22-31, 2013) na palugit ng naturang tangapan noong araw ng Lunes, kaugnay sa nakatakdang pilian ng Sangguniang Kabataan at Barangay sa darating na buwan ng Oktobre nitong taon.
                
Ayon kay Municipal Comelec Officer Teresita M. Galindez ay wala umanong tigil ang pagdaloy ng mga nagnanais makaboto mula sa 31 barangays ng naturang bayan dahil sa naging babala ng Komisyon, na wala na umano itong ibibigay na ‘extension’ sa pagrehistro matapos ang mga itinakdang araw nito.
                
“Maliban kasi sa mga bagong botante para sa SK at barangay elections ay kinakailangan din namin na maisaayos ang talaan ng mga dating rehestrado na ngayo’y nagnanais bomoto, na nawala (deactivated) sa listahan ng kani-kanilang mga presinto dahil sa hindi paghalal sa loob ng matagal na panahon,” ani Galindez.
                
Sinabi din nito na sa kasalukuyan ay inaasahan ng nakakataas na tangapan ng Comelec ang pagrehistro ng may 740, 000 katao sa buong bansa para sa barangay elections, samantalang tinatantiya naman na aabot sa may 2-milyon na mga kabataan na mula sa 15-17 taong gulang ang lalahok sa halalan ng Sangguniang Kabataan.

P1.2M na mga bahay at ari-arian, tinupok ng apoy sa Malungon

Ayon kay BFP Fire Marshall, Insp. Jonathan A. Gazo ay anim na mga kabahayan na karamihan ay gawa sa light materials ang tuluyang nasunog, samantalang isa naman ang naiulat na nagtamo ng 2nd degree burns sa kaliwang braso, dahil sa naturang insidente na nagsimula mga alas 3:00 ng madaling araw, at tuluyang naidiklarang “fire out’ mga bandang - 3:45 am.  
               
“Sa kasalukuyan kasi ay di pa natin masasabi kung ano talaga ang sanhi ng mabilis na pagliyab, lakip na ang wastong halaga ng mga natupok na ari-arian dahil sa patuloy na isinasagawang imbistigasyon,” ani Gazo.
                
Gayon pa man ay sinabi ng itinuturong nakasaksi na si Ronald Antipolo, na maaring ‘short circuit’ ang naging dahilan ng trahedya dahil sa nakita nito na biglaang pagliyab ng kawad ng kuryente.
                
Kinilala naman ni Gazo ang naging biktima ng bahagyang pagkasunog sa braso na si Philip Cardona.
                
Sa isinagawang pakikipag-usap sa mga residente at ilang pamilya ng mga biktima ay sinabi ng mga ito na wala naman sila umanong nakikita na dahilan para punahin ang local na tangapan ng BFP na nakahimpil may 700 na metro lamang ang layo mula sa pinagyarihan ng insidente, dahil sa mabilis nitong pag-responde.  
                
Ang mga tauhan ng lokal na pamahalaan na unang dumalo sa naturang trahedya ay sina Mayor Bong Constantino, dating bise mayor-turned muncipal councilor Benjamin Guilley at ang local police station chief na si P/Chief Insp. Lorobe Rojo.

MALUNGON, Sarangani – Hundreds of kids from different preschools were given various toys and gifts amid the celebration of the 39th Nutrition Month that was initiated by Sagittarius Mine’s (SMI) and the local government, through its Rose Feeds the Children (RFC) program in Malungon, Sarangani Province.

                Dubbed as “Gutom at malnutrisyon, sama-sama nating wakasan,” the whole day affair was attended by no less Sarangani Cong. Manny Pacquiao and wife, Vice Governor-elect Jinkee Jamora-Pacquiao who shared their time of having fun with kids from the 15 nursery schools of barangays Malalag Cogon, Malandag and Nagpan at the municipal gymnasium.

                 RFC organizer Roselyn Dadivas-Constantino, better half of Mayor Reynaldo F. Constantino said the celebration was assisted by Sagittarius Mines Incorporated (SMI) in its bid to share the company’s concern on children’s health and nutrition. SMI officials said these are among the priorities that are specified under its community education and development programs.

                 “Actually this is now the second time that Sagittarius Mines have shared assistance to our RFC nutrition program. Last year, the company also helped the local government in sharing food and gifts to over a thousand children at Sunken Arena here in this municipality,” said Constantino, who also thanked the Pacquiao couple of their unfading support to the Constantino administration. 

                Mayor Constantino said the gathering was held in bond to his wife’s (Roselyn) birthday celebration on July 13, day before Malungon town celebrated its 2-day (July 14-15, 2013) star studded 44th –year Foundation Anniversary. 

                Reports said through the efforts and direct supervision of Ms. Constantino, the local nutrition council’s concurrent chairperson, Malungon have able to achieve prestigious awards as being Consistent Regional Outstanding Winner in Nutrition in 2007 and 2008, in Region 12. MALUNGON, Sarangani – The reelected Mayor Reynaldo 'Bongbong' Constantino will focus his last and final term on fiscal management and other developmental schemes that will serve as a legacy of good housekeeping in Malungon, Sarangani Province.
                
Constantino, in his third inaugural speech Friday has presented before several thousand listeners,  what his administration did in the past six years for the good of the locals, that eventually transformed Malungon town into a leader of progress and development in Sarangani.
                
“We are now enjoying reality as identical to what we have envisioned in the yesteryears. An obtrusive certainty that you yourselves had became living witnesses on how Malungon was developed from a third class to first class municipality, since I took office in 2007. And here we are today. A holder of so many national and local awards including the prestigious seal of good housekeeping, which serve as a mirage of aspiration for every local chief executive in the over 1, 490 towns that comprises the entire country,” Constantino said.
                
Constantino delivered his message to highlight the oath taking ceremony of the newly elected municipal officials, graced by no less Sarangani Rep. Manny D. Pacquiao, outgoing Gov. Miguel A. Dominguez, then vice governor and recently elected Governor Steve C. Solon, members of the Sangguniang Panlalawigan, the judiciary headed by Justice on Wheels (JOW) and RTC executive Judge Oscar P. Noel, 1002nd Army Brigade commander Col. Marcos Norman Flores, Sarangani police director Sr. Supt. Edwin Minion, distinguished guests and over a thousand spectators in Malandag Gymnasium of the said municipality.
                
Constantino also stressed profound gratitude and acknowledgements for all the contributions, personal support, and efforts of the congressman which uplifted Malungon town into where it is today.
                
“The main person who contributed much for the betterment of this municipality is our unopposed Congressman Pacquiao. Through him, no infrastructure program has been ignored such as barangay gymnasiums, sunken arena and farm to market roads, including the ongoing 4-lane road construction here in Malandag and in Brgy. Poblacion.  And aside, I would also like to thank our honorable outgoing Governor Migs for all the assistance that the provincial government had given my town in the past nine years,” Constantino said.
                
Six years ago, the Constantino administration was fueled up with a ‘HEARTS’ battle cry, which was aimed at hastening the programs on Health and Nutrition, Education, Agriculture, Reforestation and reform governance, Tourism and Special Projects.
                
Today, as being the only land locked municipality among the seven towns of Sarangani, our Malungon, under its banner program in Agriculture, has been ranked as one of the top leading producers of various farm produce not only here in province, but particularly even to its neighboring towns, cities and provinces in the SOCSARGEN growth areas. It also leads in the delivery of ample health services due to the unwavering implementation of its weekly ‘Lingap sa Barangay’ program, and continuous distribution of LGU-paid Philhealth cards even at the utmost part of town.
                
It is also a consistent banner awardee in terms of addressing malnutrition, in both regional and national-held competitions.
                
The Municipal Social Welfare Office (MSWDO) has also been awarded, in two consecutive years, as the most outstanding MSWDO by the Association of Local Social Welfare Development Officers in the Philippines Inc (ALSWDOPI) in Davao City on April 27, 2012 and Legaspi, Albay on May 25, 2013.
                 
On its learning drive, from only 56 public primary and elementary schools in year 2007, Malungon now have already established 69 public schools, 7 integrated schools with 6 still in the making - and 10 national high schools.
                
Under its college education support programs, the local government has already produced 187 graduates and is presently supporting some 235 college students in various colleges and universities at the nearby cities of General Santos, Davao and even in Cebu.
                
The Constantino administration also have the most numbered locally-paid teachers at 74, and currently stretching for more in a bid to augment the need of educators in the higher valleys, and the newly opened schools as well.

MALUNGON, Sarangani – “Walang pwedeng magbago sa samahan namin ni Mayor Constantino.” Ito ang malinaw na mensaheng ipinaabot ni Sarangani Rep. Manny D. Pacquiao sa harap ng makapal na bilang ng mga taong nagsipagdalo sa ginanap na oath taking ceremony ng mga bagong halal na mga opisyales ng lokal na pamahalaan noong araw ng B’yernes (June 28, 2013) sa Malandag Gymnasium nitong bayan.
                
Ang mga tinuran ng Kongresista ay siyang tumunaw at nagbigay kasagutan, sa mga lumalabas na haka-hakang nagkakaroon na umano ng lamat ang pagkakaibigan nina People's Champ Movement top guns Pacquiao at Constantino na siyang executive vice president ng naturang partido.

Sinabi din ng Kongresista na naging malapit ang Malungon sa kanyang puso, dahil minsan na rin itong naging bahagi ng naturang administrasyon o lokal na pamahalaan sa pagiging LGU Tourism Chair nito noong hindi pa ito naging representante ng lalawigan.
                
“Ang kasingkasing ni Manny Pacquiao naa perme sa Malungon bisan pa atong di pako-congressman. Gani dili kita pwede magkahiwa-hiwalay kay ang maapektuhan mao ang katawhan.
